An Act To Amend Title 11 Of The Delaware Code Relating To The Possession Of Deadly Weapons By Persons Prohibited. [SB-29]
This Bill makes it illegal for individuals to possess firearms outside of their homes while under the influence of alcohol or drugs. Persons found guilty under this section shall be guilty of a class A misdemeanor for a first offense, and will have their permit to carry a concealed deadly weapon, if available, revoked. In addition, such persons will not be permitted to obtain another CDW permit for 5 years from the date of conviction for a first offense. Persons convicted of a second or subsequent offense shall be guilty of a class G felony.

An Act To Amend Title 29 Of The Delaware Code Relating To Dependent Health Coverage. [SB-35]
The State Employee Benefits Committee has voted in favor of providing health coverage for those “eligible child dependents” who will graduate from college in May 2011. Under the terms of the Patient Protection and Affordable Care Act of 2010, the State of Delaware must provide dependent coverage for eligible adults until the age of 26 beginning on July 1, 2011. Current Delaware law provides dependent coverage for full time students until the age of 24. There are approximately 120 students who will graduate in May 2011, and would have to be removed

An Act To Amend Title 21 Of The Delaware Code Relating To Removal Of Abandoned Vehicles [SB-43]
This Bill will modify the procedures for towing of an abandoned vehicle from private property when the police are contacted by the owner or occupant of the property. The provision will allow the towing operator to obtain ownership and address information regarding the vehicle from the police so that notice may be sent to the owner’s last known address for the process of ultimate disposition of the vehicle.

This Act expands the definition of “nuisance” to include illegal gun crimes, criminal gang activity, recurring violent activity and other public nuisances that cause a tangible injury to the surrounding properties and businesses. The Act streamlines and clarifies the procedures, parties and proof requirements within the statute. An Act To Amend Chapter 33, Title 19 Of The Delaware Code Relating To Unemployment Compensation. [SB-7]
This Act establishes a three year “look-back” for the TUR (total Unemployment Rate) trigger for EB (Extended Benefits) retroactive to December 18, 2010. Under the current two year look-back TUR trigger, the State will most likely trigger off EB in April of CY 2011 and long-term unemployed individuals would no longer be eligible for these 100.0% federally funded benefits.
