The existing laws underserve runaway and homeless youth. This Bill will address needs of these youth in crisis in meaningful, effective, efficient, and cost effective ways. This Act establishes a comprehensive system of support resources and services that directly targets the runaway and homeless youth population. An Act To Amend Title 3 Of The Delaware Code Relating To Horse Racing. [HB-320]
This bill formally designates Delaware Thoroughbred Horsemen’s Association Inc. (DTHA) as the sole representative for horse owners and trainers negotiating agreements to conduct live Thoroughbred horse racing. Presently, Delaware Park is the only authorized video lottery agent that also conducts Thoroughbred horse racing meets. DTHA has been incorporated since 1990 and has been bargaining with Delaware Park on behalf of Thoroughbred horse owners and trainers for approximately 18 years. This bill is the result of recommendations made by the Joint Sunset Committee and makes several amendments to Title 16 relating to the Delaware Health Resources Board (“Board”). The number of Board members has been reduced from 21 to 15. An Act To Amend Title 29 Of The Delaware Code Relating To State Employees’ Pension Plan. [HB-327]

An Act To Amend Title 19 Of The Delaware Code Relating To Unemployment Insurance Appeal Board. [HB-329]
This bill is the result of recommendations made by the Joint Sunset Committee and makes changes to the Unemployment Insurance Appeal Board in terms of its composition, compensation and conduct which may warrant removal from the Board. The bill requires that the Board consist of 1 member from Sussex County, 1 from Kent County, 2 from New Castle County (with at least 1 from the City of Wilmington), and 1 at large member. An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles Speed And Video Monitoring Systems. [HB-330]
Section 1 of this Bill authorizes Dover and Wilmington to establish a pilot program for video speed enforcement within a clearly marked school zone. Similar to the red light cameras currently in use in this State, the vehicle speed monitoring systems authorized under the program will produce recorded images of motor vehicles traveling at least 11 miles per hour above the posted speed limit.
