An Act To Amend Title 18 Of The Delaware Code Relating To Dental Insurance And Children With Severe Disabilities. [SB-65]
Parents of children with severe disabilities experience difficulty in identifying practitioners willing and able to provide effective dental care. Children with autism or mental deficiency are often uncooperative with treatment. Children with postural or mobility impairments may be unable to transfer from a wheelchair or sit in a standard dental treatment chair. Strict application of “in-network” insurance restrictions exacerbates the parents dilemma since there may be no nearby in-network dentist willing and able to treat their child. An Act To Amend Title 10 Of The Delaware Code Relating To Judges Of The Superior Court. [SB-71]
Current Delaware Code limits the number of Superior Court Judges to 19 (14 judges in addition to the President Judge and the 4 judges required by Article IV, 2 of the Constitution). This legislation would allow for, but not require, the addition of 2 Superior Court Judges, consistent with the FY 2009 Budget Act. An Act To Amend Title 29 Of The Delaware Code Relating To The Promotion Of Cooperation, Partnerships, And The Exchange Of Information Across The Mid-atlantic Region. [SB-8]
This Bill provides for Delaware’s participation in the collaborative scientific and technology organization, referred to as the SMART (Strengthening the Mid-Atlantic Region for Tomorrow) to promote cooperating partnerships, and the exchange of information across the Mid-Atlantic region. New Jersey passed a Bill in January adopting the compact and there is likewise a Bill currently in committee in Pennsylvania.

An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Health Consortium. [SB-80]
This Bill creates the Delaware Health Consortium, charged with implementing and operating a State wide health information network. The network will enable ready communication throughout the State of clinical and financial health information. It establishes a twelve member oversight board, governed under the Freedom of Information Act, to adopt bylaws and to govern the affairs of the DHC. An Act To Amend Title 13 Of The Delaware Code Relating To Parents. [SB-84]
This Bill statutorily establishes de facto parent status in the State of Delaware by allowing the Family Court to consider evidence of a person’s assumption of parental responsibilities over a child and relationship with a child in determining the maternity and/or paternity of a child. It is intended to continue the rights and responsibilities of a de facto parent as set forth in In re: Hart, 806 A.2d 1179 (Del. Fam. 2001) without interruption.

An Act To Amend Title 16 Of The Delaware Code Relating To Health And Safety, Informed Consent And Hiv Testing. [SB-86]
This Bill removes the stigma of HIV testing for pregnant women by including it in the standard battery of tests administered for all pregnant women. It will have the added beneficial effect of decreasing the rate of neonatal infection of HIV. It preserves the right of a pregnant woman to opt out of receiving the test.
