An Act To Amend Title 29 Of The Delaware Code Relating To Public Hearings. [SB-257]
Currently, when a public hearing on an Agency regulation is announced for not only a specific date and starting time but a specific ending time as well [example: on 4/22/10 from 7 pm until 9 pm], the public assumes that they can show up at 8:30 pm and be heard unless there are too many people already signed up to be heard. Unfortunately when a public hearing is sparsely attended the Agency may end the public hearing before the time advertised for its conclusion. This Act holds the Agency to the time frame announced for the public hearing.

An Act To Amend Title 29 Of The Delaware Code Relating To Freedom Of Information. [SB-283]
This Act requires the Attorney General to screen challenges to public record request denials, if a state agency is involved. All such alleged violations must first be reviewed by the Chief Deputy. If the Chief Deputy determines that an agency should have produced the requested records, the Attorney General’s Office may not represent the agency in any further legal action if that agency fails to comply with the Chief Deputy’s decision. An Act To Amend Title 16 Of The Delaware Code Relating To Nursing Facilities And Similar Facilities. [SB-291]
This Bill makes changes which require the Division of Long Term Care Residents Protection to post online the results of its surveys of nursing facilities. The act also eliminates the current obligation of the Division to conduct a follow-up meeting after every survey of a nursing facility, and replaces it with an obligation to conduct such meetings upon request by the facility, a resident, or a resident’s family member or agent. An Act To Amend Title 14 Of The Delaware Code Relating To Parental Involvement In Schools. [SB-293]
This Bill would require schools to notify parents of information being taught to their children relating to human sexuality issues, sexual acts, profanity, violence, drugs and/or alcohol. Such policy would ensure parent/guardian notification no less than 48 hours prior to introduction or instructional use. Such policy would afford parents or guardians the flexibility to exempt their children from any portion of said curriculum or materials through notification to the school principal.

Section 1 of this Act establishes the Job Incentive Fund, which is designed to provide grants to firms that expand and diversify the most vital components of Delaware’s economy. Section 2 of this Act provides a multi-year funding source for the grants by earmarking Abandoned Property revenues. Section 3 of this Act removes the sunset from the State’s current employment and investment tax incentives and leaves them in effect.
