This bill ensures that when a person fails to report a missing child and that child becomes a neglected child as a result of the failure to report, that person can be charged with the crime of endangering the welfare of a child.

An Act To Amend Title 21 Of The Delaware Code Relating To Off-highway Vehicles. [HB-259]
This Act clarifies the enforcement of Delaware’s driving under the influence statute as it relates to the operation of off-highway-vehicles. Title 21, 4177(c)(4), defines the term “vehicle” to include “any off-highway vehicle as defined in 101(39) of this title” and, but for Title 21, 6833, would allow application of the DUI statute to a person who operates an OHV while under the influence. An Act To Amend Title 14 Of The Delaware Code Relating To School Bullying. [HB-268]
This bill requires that all reported incidents of bullying regardless of whether the incidents could be substantiated are reported to the Department of Education by a school district or charter school. The bill also requires that the telephone number of the Department of Justice School Ombudsman be provided to parents, students, faculty and staff and be displayed throughout schools. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-270]
This bill provides that a person who is convicted of graffiti and was under the age of 21 at the time of the offense shall lose his/her driver’s license for a period of 30 days for the first offense and between 90 and 180 days for a second or subsequent offense.

An Act To Amend Title 11 Of The Delaware Code Relating To Investigative Services Officers. [HB-272]
This bill modifies the residence requirement of the Chief Investigative Services Officer from a county residency requirement to a state residency requirement. Chief Investigative Services Officers are required to perform statewide services. Many state employees work in one county but live in another. An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

An Act To Amend Titles 10 And 11 Of The Delaware Code Relating To Home Invasion And Burglary. [HB-277]
This Act creates the criminal offense of home invasion as a new and separate crime in Delaware’s criminal code. Home invasion occurs when a person enters or remains unlawfully in someone else’s home, engages in or attempts to engage in certain crimes of violence against an occupant of the home, and causes physical injury to an occupant or is armed with a deadly weapon. Home invasion is a class B felony.
