An Act To Amend Title 18 Of The Delaware Code Relating To Health Insurance Contracts. [HB-162]
This bill is designed to bring the health insurance provisions of the Delaware Insurance Code in compliance with the Patient Protection and Affordable Care Act (“PPACA”). Sections 1, 2, 3, 6, 7, 10, and 14 (in part) of this bill amend the Delaware Insurance Code to reflect the requirement that dependents be covered up until the age of 26. Sections 5, 9, 11, and 15 of this bill amend the Delaware Insurance Code to reflect the requirement that coverage not be denied due to preexisting conditions. An Act To Amend Title 24 Of The Delaware Code Relating To Electricians And The Performance Of Electrical Work By An Unlicensed Person. [HB-172]
This bill ensures that new applicants for a journeyperson electrician license must have performed 8000 hours of electrical work and passed the journeyperson exam before such person can obtain a journeyperson electrician license. An Act To Amend Title 6 Of The Delaware Code Relating To Door-to-door Solicitations. [HB-173]
This bill refines the regulation of residential door-to-door solicitations. Specifically, Section one expands the definition of “door-to-door sale” by including the placement of business cards, advertisements, or leaflets at homes. Section two specifies that salesperson identification cards are not required where the solicitation is not in person, but rather is made solely via telephone, mail, email, or Internet. An Act To Amend Title 16 Of The Delaware Code Relating To The Department Of Health And Social Services And Midwifery. [HB-194]
This Legislation aligns the penalty for non-compliance with the non-nurse midwives law and regulations with the penalty for practicing medicine without a license. It imposes civil and/or criminal penalties for violations of existing law. The increase in penalties is necessary because people are acting in violation of current law and regulations and as such are exposing mothers and newborn infants to significant risk and harm.

An Act To Amend Title 29 Of The Delaware Code Relating To Bonds And Notes Of The State. [HB-195]
This bill institutes a graduated schedule for Delaware General Obligation Bonds using a as a basis the interest rate announced by Municipal Market Data on March 31 of the year prior to the fiscal year in which the borrowing is undertaken. This graduated schedule modernizes the borrowing limit calculation for general obligation bonds to reflect interest rates. This also lowers the total debt service authorized from 15% to 12.5%.

An Act To Amend Title 7 Of The Delaware Code Relating To Recycling And Waste Reduction. [HB-198]
