The Brandywine Valley National Scenic Byway was designated in 2005 as Delaware’s first (and thus far, only) National Scenic Byway. In recognition of its unique historic, cultural and scenic qualities, this bill establishes a permanent, interdisciplinary advisory board – Brandywine Valley National Scenic Byway Advisory Board – to assist policymakers and other stakeholders in preserving, maintaining and enhancing the National Scenic Byway. Based on national reports documenting misuse of seclusion and restraint within public schools, many states are adopting remedial statutory or regulatory standards. An Act To Rename The Main Administration Building Of The Delaware Department Of Agriculture In Honor Of Former Delaware State Representative, State Senator And Secretary Of Finance Richard S. Cordrey. [SB-249]
This Act has the effect of renaming the Delaware Department of Agriculture Main Administration Building at 2320 South DuPont Highway, Dover, Delaware as the “Richard S. Cordrey Building” in honor of the Honorable Richard S. Cordrey of Millsboro, former Delaware State Representative, State Senator, and Secretary of Finance. This gesture is made because of his exemplary service to the State of Delaware in numerous challenging capacities and because of his lifelong dedication to farming and to Delaware’s agricultural traditions.

An Act To Institute Patient Protections By Requiring That Health Plan Contracts Issued, Amended, Or Renewed On Or After January 1, 2013 That Cover Prescription Drugs, Shall Comply With Certain Cost Sharing And Appeals Requirements. [SB-252]
This Bill imposes dollar limits on the prescription drug insurance practice of cost-sharing known as specialty tiers in order to protect patients from unaffordable co-insurance fees. Patient’s co-payment or co-insurance fees for specialty tier drugs will be limited to $100 per month for up to a 30-day supply of any single drug; and will not exceed, in the aggregate for all covered drugs, $200 per month per enrollee. The bill goes into effect on January 1, 2013.

Invasive finfish species such as snakehead fish pose current and future risks to Delaware’s native aquatic species and their habitats. This legislation authorizes the Department of Natural Resources and Environmental Control to designate and manage such invasive finfish species in tidal waters through regulation.

This Act will Allow all Delawarean’s, regardless of income levels, to participate in the benefits of the Delaware Renewable Portfolio Standards (RPS); Maintain and grow the jobs created by the home-grown solar industry; Correct a flaw in the current procurement process that precluded systems installed prior to December 1, 2010. Require that a SREC qualifying for DE RPS is created from an installation located on the distribution system serving the citizens of Delaware. An Act To Amend Title 29 Of The Delaware Code Relating To Delaware Commission Of Veteran’s Affairs Member Appointments. [SB-270]
