This Act will allow expanded early stage investment of capital into targeted Delaware businesses, thereby assisting in the creation of jobs. The Act provides tax credits for investments into targeted small businesses that have been certified by the First State Angel Investment Council (FSAIC). The FSAIC FSAIC will review applications submitted by small businesses meeting the eligibility requirements. An Act To Amend Title 12 Of The Delaware Code Relating To Administration Of Decedents’ Estates. [HB-396]
Existing Delaware law does not address estate property interests in digital assets and digital accounts. This bill will provide executors and administrators of estates control of deceased persons’ digital assets and digital accounts during the probate process. This bill will identify the service providers’ obligations to provide access and control of the assets and accounts.

An Act To Amend Title 16 Of The Delaware Code Relating To Tanning Facilities. [HB-400]
This Bill will prohibit use of tanning devices at a tanning facility by someone under the age of 18 unless that person has a medical prescription. That prohibition is presently the law in Delaware for people under the age of 14. Someone between 14 and 17 currently needs to only have a parent’s consent. This Bill will also require tanning facilities to post warning signs and provide written warning statements to customers.

An Act To Amend Title 11 Of The Delaware Code Relating To The Disposition Of Validly Seized Weapons And Ammunition. [HB-46]
This bill addresses the issues of weapons, specifically firearms, that have been relinquished by owners who are persons prohibited under 1448, Title 11 of the Delaware Code and by owners of firearms who have had a PFA Order issued against them. Currently, thousands of relinquished weapons are stored in evidence lockers of law enforcement agencies throughout the State. An Act To Amend Titles 16 And 24 Of The Delaware Code Relating To The Regulation, Investigation And Inspection Of Unsanitary Or Unsafe Conditions In Facilities Where Invasive Medical Procedures Are Performed. [HB-47]
This bill provides the Department of Health and Social Services with the explicit authority to investigate and inspect unsanitary or unsafe conditions in certain facilities where invasive medical procedures are performed. It also gives DHSS the authority to adopt regulations to strengthen oversight of facilities. In addition, it provides that the Department of State, Division of Professional Regulation may investigate and inspect unsanitary and unsafe conditions maintained by individuals licensed by the Board of Medical Licensure and Discipline. An Act To Amend Titles 11, 16 And 29 Of The Delaware Code Relating To Reporting Persons Prohibited From Possessing Firearms And The National Criminal Instant Background Check System ("nics"). [HB-48]
The National Instant Criminal Background Check System (NICS) Improvement Act of 2007 was enacted by Congress in response to the Virginia Tech shooting tragedy. Among other things, it requires states to provide certain information to the federal National Instant Criminal Background Check System (“NICS”) database about persons prohibited from possessing firearms, including mentally ill individuals. An Act To Amend Title 6 Of The Delaware Code Relating To Home Solicitations And Door To Door Sales. [HB-49]
This Act provides that any person who solicits a door-to-door sale shall display a door-to-door salesperson identification card which shall include the person’s name, employer, employer telephone number, employer address and the State of Delaware business license number. This bill also provides that a door-to-door sale shall be solicited between the hours of 9 a.m. to 8 p.m. prevailing Delaware time, only. There are no substantive changes to the law created by this Bill. This Bill constitutes a clarification of the effect of the consumer law changes in House Substitute 1 for House Bill No. 247, enacted last year. Several sections in Chapter 25 of Title 6 contained references to 2517 of Title 29, which was substantially modified by House Substitute 1 (moving the powers contained therein to several other sections).
