This Act allows any qualified voter evidencing a desire to vote by mail in writing to the State Elections Commission to vote by mail in primary, general, and special federal elections. Stands operated by children that serve or sell lemonade or other nonalcoholic beverages on a temporary, occasional basis are a summertime tradition for many children. An Act To Amend Title 6 Of The Delaware Code Relating To Marinas And Fuels. [HB-244]
This bill will allow marinas in Sussex County to sell gasoline that does not contain ethanol. Sussex County comfortably meets the National Ambient Air Quality Standard for ground level ozone, and removing ethanol from marine fuel will have no significant impact on ambient ozone levels.

An Act To Amend Title 18 And Title 29 Of The Delaware Code Relating To Cost Sharing In Prescription Insulin Drugs. [HB-263]
This Act requires that individual, group, and State employee insurance plans cap the amount an individual must pay for insulin prescriptions at $100 a month and must include at least 1 formulation of insulin on the lowest tier of the drug formulary developed and maintained by the carrier.

An Act To Amend Title 10, Title 11, And Title 21 Of The Delaware Code Relating To Fines, Fees, Costs, Penalties, And Forfeitures. [SB-39]
In 2017, 44,889 failure to pay capias issued for people who did not pay a fine, fee, cost, assessment, or restitution imposed for a non-felony offense. In the first 6 months of 2018, there were a total of 5,807 admissions to detention at all Level V facilities. Of these admissions, 129 were for failure to pay only and 595 were for failure to pay and another charge. When a capias is issued for nonpayment of a fine, courts currently may and do impose fees to cancel the warrant. An Act To Amend Title 15 Of The Delaware Code Relating To Primary Elections. [HB-41]
Section 1 of this bill moves the date of primary elections for statewide office, county office, and municipal office to the fourth Tuesday in April, which is the date of the presidential primary (in presidential election years). The dates for submitting and withdrawing notification of candidacy have been adjusted accordingly. Section 2 of the bill changes the deadline for a minor political party selecting its candidate at the partys convention. An Act To Amend Title 14 Of The Delaware Code Relating To The Provision Of Free Feminine Hygiene Products. [HB-285]
This bill requires all public and charter schools which have students in grades 6-12 to provide free feminine hygiene products in 50% of the bathrooms used by students who can have a menstrual cycle. This bill also requires schools to publish on its website and post in its common areas the locations of the bathrooms where the hygiene products are provided. Finally, this bill provides that each school must consult with its school nurse regarding the products to be provided.

An Act To Amend Title 11 Of The Delaware Code Relating To Firearms. [HB-277]
This bill establishes the crimes of possession of an unfinished firearm frame or receiver with no serial number, possession of and manufacturing a covert or undetectable firearm, possession of and manufacturing an untraceable firearm, and manufacturing or distributing a firearm using a three-dimensional printer. This bill also makes it a crime to possess a firearm frame or receiver with a removed, obliterated, or altered serial number.
