An Act To Amend Title 29 Of The Delaware Code Relating To Lotteries. [HB-389]
This act creates a new class of gaming institution in Delaware through exclusive authorization of a limited lottery license. A limited lottery license can only be granted to a private club with no more than 5,000 members with a minimum membership fee of $10,000. A limited lottery license expressly prohibits the licensee from operating video lottery machines, restricting gaming activity to table games and sports lottery machines operated exclusively for the enjoyment of members and their guests. An Act To Amend Title 14 Of The Delaware Code Relating To Education. [HB-399]
This Bill will create the Inspire Scholarship Program. Inspire scholarships are available to Delaware students with excellent credentials and economic need to attend Delaware State University. The intent of this program is to increase the number of students in Delaware who attend college and complete degree programs. The amounts available to these grant recipients are subject to available funds and are capped at the grant amount available to SEED grant recipients. An Act To Amend Title 6 Of The Delaware Code Relating To Building Construction Disputes. [HB-400]
This Act makes void as against public policy any provision in a contract, agreement, or understanding relating to construction work that would make litigation, mediation, arbitration or other alternative dispute resolution processes subject to the laws of a state other than Delaware, or requires the parties to litigate or engage in alternative dispute resolution in a state other than Delaware. Consistent with the Contract Clause, this Act shall be prospective in nature.

An Act To Amend Title 30 Of The Delaware Code Relating To Tobacco Product Tax. [HB-408]
The Act requires the destruction of any tobacco products forfeited for violations of 5342 of Title 30, which prohibits the possession of more than 10 packs or packages of untaxed tobacco. Current law requires the Department of Finance to sell any forfeited tobacco products by sealed bid to the highest bidder.

An Act To Amend Title 13 Of The Delaware Code Relating To Divorce And Annulment. [HB-410]
Under Delaware law, upon the filing of a petition for divorce or annulment, an automatic preliminary injunction is issued prohibiting both parties from transferring, encumbering or disposing of any property, except in the ordinary course of business or for the necessities of life. An Act To Amend Title 18 Of The Delaware Code Relating To Health Insurance [HB-420]
This Act is intended to prohibit the practice of “post-claims underwriting” by health insurers, as defined in Title 18 of the Delaware Code. Underwriting is the practice of determining, based upon information provided by an applicant for an insurance policy about the applicant’s health and background, whether the insurance company should offer the applicant a policy and, if so, what should be the terms and the cost of the policy. An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors, Offenses Concerning Certain Persons And The Creation Of A Civil Cause Of Action For Injuries Caused By Certain Persons. [HB-428]
This Act increases the minimum fine (from $100 to $250) for purchasing or providing alcohol to a person under the age of 21 and makes performance of community service mandatory for such an offense. The Act also establishes a civil cause of action which would allow a person injured by intoxicated minor (defined as person under the age of 21) to sue the adults or entity which provided alcohol to the minor.
