An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-348]
This purpose of this Act is to provide greater protections for Delaware’s vulnerable and infirm adults, individuals the General Assembly considers to be particularly at risk of physical, emotional and/or financial exploitation. The Act creates a new criminal offense, Crime Against the Vulnerable or Infirm, which imposes enhanced penalties in more than 60 criminal offenses if the victim is a vulnerable or infirm adult.

An Act To Amend Title 31 Of The Delaware Code Relating To The Elder Care Information And Support System For Delaware Families. [HB-351]
This Act creates the Delaware Aging and Disability Resource Center within the Division of Services for Aging and Adults with Physical Disabilities of the Department of Health and Social Services, replacing the current Elder Care Information and Support System for Delaware Families. The Aging and Disability Resource Center will provide support for the elderly and adults with physical disabilities by combining existing Alzheimer’s specific information into the program and supporting future Federal grant applications for Aging and Disability Resource

An Act To Amend Title 16 Of The Delaware Code Relating To Controlled Substances [HB-382]
This bill corrects an error in the Delaware Code provision relating to the sale of pseudoephedrine or ephedrine. The law currently provides that a licensed pharmacist, sales clerk or “licensed pharmacy technician” shall require that any person purchasing, receiving, or otherwise acquiring any substance containing pseudoephedrine or ephedrine shall be age 18 or older and show a photo ID. The law requires pharmacists, sales clerks and “licensed pharmacy technicians” to check for ID and to maintain a written log of all pseudoephedrine or ephedrine

An Act To Amend Title 29 Of The Delaware Code Relating To State Government [HB-384]
This Act amends the provisions of the Delaware Code relating to the criteria that the General Assembly must apply in determining the reapportionment and redistricting for the State. The Act provides that the General Assembly may not count as part of the population in a given district boundary any incarcerated individual who was not a resident of the State prior to the individual’s incarceration. An Act To Amend Title 14 Of The Delaware Code Relating To Education. [HB-387]
This bill provides for certain notice provisions concerning due process hearings involving children with disabilities relating to education of those children. Additionally, the bill provides that before a school district can appeal the decision of a due process hearing, a majority of the school board for such district must by affirmative vote decide to appeal.
