An Act To Amend Title 14 Of The Delaware Code Relating To Foster Care And The Seed Program. [SB-41]
This Act would allow children who are leaving foster care to have access to the SEED scholarship, without the condition that they begin their higher education immediately after high school. This Act also allows them to attend school part-time. These exceptions are necessary because children aging out of foster care have the unique responsibility to support themselves and may not be able to follow the traditional timetable that children with the support of a more traditional family are able to follow.

An Act To Amend Title 10 Of The Delaware Code Relating To Courts And Judicial Procedure And Mortgages. [SB-51]
This act requires certain mortgage lenders to provide a homeowner with a written notice, within 5 business days after the mortgage loan becomes 60 days delinquent, which provides the homeowner with important information about how to reinstate the loan. This act exempts state and federally chartered banks, their affiliates, and subsidiaries, as they are already subject to significant regulation of their mortgage practices. Author: Senator DeLuca

This Act establishes a Cardiovascular Disease and Stroke Prevention Program within the Division of Public Health. Cardiovascular disease is the leading cause of death in this state and stoke is the third leading cause of death. The intent of this act is to reduce to incidence of cardiovascular disease and stroke in Delaware through the creation of a state program to promote health education, public awareness and community outreach activities and to improve access to treatment for and prevention of cardiovascular disease and stroke.

An Act To Amend Title 14 Of The Delaware Code Relating To Compensation For Education Professionals. [SB-67]
This bill would allow teachers who demonstrate objectively measured efforts to improve the academic performance of their students during the preceding school year to receive financial bonuses, and teachers who do so in high risk schools to receive additional bonuses. Financial bonuses are already made available under existing law to teachers who take additional professional development classes, obtain certifications, and accepting additional responsibilities that impact student achievement.
