This Act codifies a juvenile's right to counsel in Family Court delinquency proceedings. The bill outlines certain circumstances where a juvenile may not waive the right to counsel: where the juvenile is accused of a felony, where the juvenile is in the custody of the Division of Family Services, where the juvenile is under the age of 16, or where the victim of the alleged delinquent act is a family member or guardian or where the family member or guardian has an interest adverse to the juvenile.

In many circumstances persons who owe child support have received monetary awards in the form of a court settlement, verdict, judgment, or under a workers compensation award. This Bill requires a prevailing litigant to advise his attorney or insurance carrier of any outstanding child support arrears owed and directs the attorney, insurance carrier or other paying agent to pay the proceeds up to the arrears owed to DCSS to satisfy any outstanding arrearages owed to the custodian. An Act To Amend Title 14 Of The Delaware Code Relating To School Property And Health And Safety Requirements. [HB-67]
As a public school safety measure, this bill requires that any door to a classroom will be equipped with a lock that can be locked from either side of the door. Many doors are currently not capable of locking from the inside. Locking the door(s) to a classroom from inside the classroom would enable precluding a school intruder from entering that classroom.

Under current educational standards, students are no longer required to be taught cursive writing and many schools have abandoned teaching cursive writing to students. As cursive writing is still an imperative skill in many professions, this bill makes teaching cursive writing a requirement for all public schools in Delaware.

An Act To Amend Title 15 Of The Delaware Code Relating To Registration Of Voters. [HB-79]
Section 1 of this Act updates Delawares existing Motor Voter Program to adopt an automatic voter registration process. Currently, when Delawareans apply for, renew, or replace a drivers license or identification card, they must choose to register to vote, update an existing registration, or decline registration. This bill would require eligible voters to instead opt out of having their information automatically shared with the Delaware Department of Elections for registration.
