An Act To Amend Title 29 Of The Delaware Code Relating To Public Officers' And Employees' Health Care Insurance, State Employees' Pension Plan, And Other State Employee Benefits. [HB-10]
This Bill will make the same-sex partner of a State of Delaware regular officer, employee or eligible pensioner entitled to the same benefits that are provided to spouses of state employees and pensioners. Employees of Labor Unions and Delaware Authorities and Commissions covered under the sections of the Code are also included.

An Act To Amend Title 29 Of The Delaware Code Relating To The Lottery. [HB-100]
This bill requires the Lottery Director to use his or her authority to reestablish a sports lottery, which will enhance the Delaware Lottery, protect Delaware employment, help Delaware and its lottery meet new competition, and provide additional revenues for the State. The bill is intended to provide a significant additional source of revenue to the State. The sports lottery excludes collegiate sporting events that involve a Delaware college or university. The mission of Teach For America and teacher residency programs is to enlist our nation’s most promising future leaders in the movement to eliminate educational inequity. An Act To Amend Title 14 Of The Delaware Code With Respect To Public Education. [HB-119]
This Bill takes several steps targeted at allowing local schools and districts to make better decisions at the local level to educate students. Its provisions include: (a) Permitting local districts substantially more discretion with respect to expenditure of state education funds than they have under existing law. An Act To Amend Title 21 Of The Delaware Code Relating To Vehicle Plates. [HB-122]
This Act shall make it unlawful for the owner of a vehicle operated on a highway to use or install scrolling, strobe, and/or blinking lights around a number plate for purposes of advertisement, conveying a message or any other communication, and/or that in any way causes distraction to another operator of a vehicle on the highway. The purpose of this legislation is to ensure the safety of Delaware’s highways.

An Act To Amend Title 11 Of The Delaware Code Pertaining To Compensation For Innocent Victims Of Crime. [HB-133]
This bill will allow innocent victims of crime to receive compensation for mental health counseling, costs of attending criminal proceedings, and expenses related to essential personal safety property. Such compensation would only be available in cases where a “cold case” is reopened, or the offender seeks release through the Board of Parole or appears in court for purposes of post-conviction relief or appeal of the conviction. An Act To Amend Title 24 Of The Delaware Code Related To The Issuance Of A Limited License For A Director Or Chairperson Of A Dental Or Oral And Maxillofacial Surgery Residency Program. [HB-135]
This legislation would permit the Board to grant a limited license to a Director or Chairperson of a hospital dental or oral and maxillofacial surgery department and its associated residency programs, who would be permitted to train and teach future practitioners in dentistry or oral and maxillofacial surgery. At the current time, Delaware has a nationally recognized residency program in these fields. An Act To Amend Title 11 Of The Delaware Code Relating To Sex Offenders And Sexual Offenses. [HB-136]
This Act increases the criminal penalties of 779A, Title 11 of the Delaware Code against a person who has previously been convicted of a sex offense and is on the sex offender registry who then commits a sex offense against a child under the age of twelve years. This Act would make the penalty for a sex offender who commits a sex offense classified as a misdemeanor against a child under twelve years of age a class C felony. An Act To Amend Title 9 Of The Delaware Code Relating To New Castle County And The Granting Of An Administrative Variance. [HB-14]
This Act would allow the New Castle County Department of Land Use to administratively grant a variance of 15% or 1 foot, whichever is greater, of the required dimensional restriction. This Act shall sunset one year after the date of enactment, absent additional action by the General Assembly. Upon such aforementioned repeal, the law immediately existing prior to enactment of this bill shall be re-enacted immediately without any further Act of the General Assembly.
