As of July 1, 2011, this Act requires the State and its political subdivisions to verify employment authorization status for all new hires; requires public employers to only contract for physical performance of services within this State with contractors and subcontractors who verify employment authorization status; and requires, except for enumerated exceptions, that all state agencies and political subdivisions verify the lawful presence of those 14 years of age and older who apply for public benefits.

An Act To Amend Title 16 Of The Delaware Code Creating The Delaware Prescription Monitoring Act. [SB-235]
This Bill is the Delaware Prescription Monitoring Program Act. It provides for the establishment of a program for the monitoring of prescribing and dispensing Schedule II, III, IV, or V controlled substances and other drugs of concern by the Office of Controlled Substances of the Division of Professional Regulation. It requires dispensers to submit certain information regarding the dispensing of controlled substances. Currently, Title 9 requires Kent County to notify property owners subject to a proposed zoning change by U.S. mail, publication in newspapers and physically posting changes at each property affected. This Act deletes the requirement of physical postings for proposed zoning changes.

An Act To Amend Title 29 Of The Delaware Code Relating To Public Hearings. [SB-257]
Currently, when a public hearing on an Agency regulation is announced for not only a specific date and starting time but a specific ending time as well [example: on 4/22/10 from 7 pm until 9 pm], the public assumes that they can show up at 8:30 pm and be heard unless there are too many people already signed up to be heard. Unfortunately when a public hearing is sparsely attended the Agency may end the public hearing before the time advertised for its conclusion. This Act holds the Agency to the time frame announced for the public hearing.

An Act To Amend Title 9 Of The Delaware Code Relating To Exemptions From Taxation For Certain Organizations. [SB-258]
This Act exempts from taxation by local government real property owned by the Hall Boards, Hall Corporations or Holding Companies of the Masonic Lodges in Delaware. All Lodges in Delaware are charitable organizations under federal law and raise funds for local and national charities. None of the property is held for investment purposes. Currently some Hall Boards of Masonic Lodges in Delaware are exempt from county property taxes. This will provide uniform treatment of these properties throughout the state.
