An Act To Amend Title 30 Of The Delaware Code Providing For An Extension Of The Historic Preservation Tax Credit Act. [SB-209]
This Act provides for a 10-year extension to the Historic Preservation Tax Credit Act which is scheduled to expire in June 2010. Seventy-five (75) historic buildings throughout the State have been rehabilitated and preserved for future generations as a result of this program. Since its inception in 2001, the State has awarded $34 million in tax credits that have leveraged more than $166 million in private-sector rehabilitation expenditures plus additional tens of millions in site acquisition investments. An Act To Amend Title 7 Of The Delaware Code Relating To Outdoor Lighting Regulation. [SB-214]
This Bill provides two exemptions from the use of cutoff luminaires on DelDOT lighting systems. The first is for lighting of interstates, expressways, freeways and interchanges where by the nature of the roadways and widths, proper illuminance is more difficult and expensive to achieve because significantly greater numbers of poles and fixtures can be required. This Bill provides an exception to Title 21 registration requirements for certified emission technicians while testing vehicles in order to aid in passing inspections at DMV. It permits driving only during the on board diagnostic testing process, with a permit to be issued by the Department of Natural Resources.

An Act To Amend Title 6 Of The Delaware Code Relating To Retail Gasoline Station Compliance. [SB-219]
This Bill transfers the responsibility for the administration of the Office of Gasoline Sales from the Department of Transportation, Division of Motor Vehicles to the Weights and Measures Unit of the Department of Agriculture to better optimize resources and minimize the number of unnecessary compliance visits conducted by the State. Applicable sections of the code are being repealed to be transferred to Title 30, Chapter 51 for administration by the Division of Motor Vehicles and the promulgated regulations for Title 6, Chapter 29 are incorporated

An Act To Amend Title 11 Of The Delaware Code Relating To Crimes Against Children And Specific Offenses. [SB-229]
This Act implements one of the recommendations made in the Final Report of the Independent Review of the Earl Brian Bradley Case which was commissioned by the Governor and was issued on May 10, 2010. The Act clarifies who is in a “position of trust, authority or supervision over a child” and may therefore be subject to the enhanced penalties associated with the crimes defining sexual abuse of children. This Act also consolidates those provisions of the present criminal code concerning rape and unlawful sexual conduct that contain “position of trust”
