This Act recognizes a military service member’s executed Record of Emergency Data Form (DD Form 93) as a valid declaration instrument governing the disposition of the service member’s last remains in the event of death. Pursuant to Federal law (Section 564 of Public Law 109-163), military service members must execute a DD Form 93 designating a person authorized to direct disposition of their remains in the event of death. An Act To Amend Title 16 Of The Delaware Code Relating To Immunity For Donations To Volunteer Fire Departments. [HB-330]
This Act is intended to encourage governmental and/or private donations to volunteer fire departments by ensuring that any entity that donates “qualified fire control or rescue equipment” to the volunteer fire department shall not be liable for civil damages for personal injuries, property damage or loss, or death caused by the equipment after the donation unless such person’s action or omission causing the harm constituted gross negligence or intentional conduct.

An Act To Amend Title 10 Of The Delaware Code Relating To Protection From Abuse Proceedings. [HB-336]
This Act enhances the Family Court’s ability to protect victims of domestic violence and abuse by authorizing the Family Court to enter the no contact provisions of protection from abuse orders for up to 2 years in every case and, where aggravating circumstances exist, authorizing the Family Court to order no contact for as long as it deems necessary to prevent further abuse, including the entry of a permanent order.

An Act To Amend Title 29 Of The Delaware Code Relating To Libraries. [HB-340]
This Act enables Delaware’s public libraries to respond to expanding demand for and use of wireless and mobile technologies while clarifying that the use of such devices is subject to the Delaware Children’s Internet Protection Act. The Act furthers the goal of protecting minors from viewing obscene materials on the Internet by requiring libraries to post notices advising patrons to follow acceptable use policies and place appropriate controls on personal mobile and computing devices. This bill is a comprehensive set of amendments to many sections of the General Corporation Law of the State of Delaware (“DGCL”), and to Chapter 5 of Title 8, to clarify, fill gaps in, and make consistent the DGCL’s application to corporations that are not authorized to issue capital stock, commonly known as nonstock corporations. For historical reasons, the DGCL has not comprehensively addressed nonstock corporations. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-348]
This purpose of this Act is to provide greater protections for Delaware’s vulnerable and infirm adults, individuals the General Assembly considers to be particularly at risk of physical, emotional and/or financial exploitation. The Act creates a new criminal offense, Crime Against the Vulnerable or Infirm, which imposes enhanced penalties in more than 60 criminal offenses if the victim is a vulnerable or infirm adult.
