An Act To Amend Title 25 Of The Delaware Code Relating To Rent Justification. [SB-199]
Section 7052 of Title 25 provides that the completion and cost of any capital improvements or rehabilitation work, as distinguished from ordinary repair, replacement, and maintenance, may justify an increase in rent in a manufactured home community but only until the cost of the improvement has been fully recovered. This Act clarifies this provision by doing all of the following:

The National League of Families POW/MIA flag, is "a symbol of our Nation's concern and commitment to resolving as fully as possible the fates of Americans still prisoners, missing, or unaccounted for in all U.S. wars" 36. U.S.C. 902. In 1989 the United States required the National League of Families POW/MIA flag be flown on Armed Forces Day, Memorial Day, Flag Day, Independence Day, National POW/MIA Recognition Day, and Veterans Day. Stands operated by children that serve or sell lemonade or other nonalcoholic beverages on a temporary, occasional basis are a summertime tradition for many children. This Act exempts a stand operated by a child from State, county, and municipal regulations and licensing fees that might otherwise apply.

This Act increases the non-refundable income tax credit from $400 to $500 for active members of Delaware volunteer fire, ambulance, or rescue service company or its auxiliary. An Act To Amend Title 16 Of The Delaware Code Relating To The Delaware Health Care Commission. [HB-257]
This substitute act establishes a Health Care Provider Loan Repayment Program for new primary care providers to be administered by the Delaware Health Care Commission. Under the loan repayment program, the Health Care Commission may award education loan repayment grants to new primary care providers of up to $50,000 per year for a maximum of 4 years. Priority consideration may be given to DIMER-participating students and participants in Delaware-based residency programs. An Act To Amend Title 9 And 14 Of The Delaware Code Relating To Exemptions From Taxation On Real Property. [HB-265]
This Act fully exempts county property taxes and local school taxes for a disabled veteran with a 100% VA rated service-connected, permanent and total disability or for a disabled veteran who is receiving 100% disability compensation due to individual unemployability. The 100% rating and disability compensation is determined by the United States Department of Veterans Affairs. An Act To Amend Title 6 And Title 21 Of The Delaware Code Related To Equal Accommodations In Parking. [SB-202]
This Act clarifies that a person with a special license plate or permit for persons with disabilities which limit or impair the ability to walk may park for an unlimited period where the length of time is otherwise limited and must be able to park in a metered parking space for at least 1 hour. This Act clarifies that it is a violation of the state equal accommodations law to prohibit parking as authorized for a person with a special license plate or permit for persons with disabilities which limit or impair the ability to walk.
