An Act To Amend Title 29 Of The Delaware Code Relating To Public Officers' And Employees' Health Care Insurance, State Employees' Pension Plan, And Other State Employee Benefits. [HB-10]
This Bill will make the same-sex partner of a State of Delaware regular officer, employee or eligible pensioner entitled to the same benefits that are provided to spouses of state employees and pensioners. Employees of Labor Unions and Delaware Authorities and Commissions covered under the sections of the Code are also included.

An Act To Amend Chapter 7 Of Title 25 Of The Delaware Code Relating To Manufactured Housing In The State Of Delaware. [HB-103]
This Act requires that any rental payments or rental increases shall be paid in equal, pro rata, amounts extended equally over a calendar year. Any requirement of a lump sum payment for rent shall be forbidden, unless the tenant requests such payment, and the owner/landlord agrees to such lump sum payment.

This Bill allows each competent adult patient to receive visits in a Hospital or Nursing Facility from whomever the patient or resident desires, subject to restrictions set forth in the Bill. In addition, this Bill ensures that hospitals and other healthcare facilities defined in the Bill can maintain a safe environment by restricting visitations by those who pose a threat to patients and/or staff, or could interfere with patient care or the right of other patients to enjoy a non-disruptive environment. An Act To Amend Title 16 Of The Delaware Code Relating To The Fee For Issuance Of Marriage Certificates. [HB-114]
This bill exempts active military personnel and their spouses from having to pay the $25.00 fee for a copy of their marriage license or certificates. Military personnel and their spouses are required to file multiple copies of their marriage licenses/certificates to apply for and prove eligibility for a wide array of military entitlements and benefits.

An Act To Amend Title 24 Of The Delaware Code Relating To Cosmetology And Barbering And Licensure Of Aestheticians. [HB-121]
This bill presents extensive revisions to Chapter 51, Title 24 of the Delaware Code to bring greater clarity and consistency to the statute and to update practice standards. The bill amends the definition of “cosmetology” to include singeing, braiding and pressing of hair. Pursuant to the proposed bill, individuals who practice in these areas must be licensed. Further, schools must become accredited. An Act To Amend Title 21 Of The Delaware Code Relating To Vehicle Plates. [HB-122]
This Act shall make it unlawful for the owner of a vehicle operated on a highway to use or install scrolling, strobe, and/or blinking lights around a number plate for purposes of advertisement, conveying a message or any other communication, and/or that in any way causes distraction to another operator of a vehicle on the highway.
