This bill is a result of recommendations made by the Joint Sunset Committee. This bill: Changes the name of the Violent Crimes Compensation Board to the Victim's Compensation Assistance Program; Transfers the duties, responsibilities and employees of the Violent Crimes Compensation Board from the Administrative Office of the Courts to the Department of Justice. This will provide the residents of Delaware with statewide access to victims services; Allows the Executive Director and investigative staff to award benefit compensation thus streamlining

An Act To Amend Title 14, Title 18, And Title 29 Of The Delaware Code. [SB-150]
This Joint Sunset Committee bill sunsets inactive Boards, Councils and Commissions. In the spring of 2008, the Joint Sunset Committee received a list of inactive Boards/Councils/Commissions from the Governor’s Office. The Committee notified each oversight agency that the Committee intended to sunset the inactive entity. Each agency responded to the Committee indicating that the entity was in fact inactive. The Committee also held a public hearing in regard to these entities.

An Act Relating To A Civil Remedy For Victims Of Child Sexual Exploitation Or Child Pornography. [SB-158]
Recognizing that the creation of visual images of child sexual exploitation and child pornography necessarily inflicts serious injury to the child victim, this bill creates a right in the victim to sue those who are responsible for producing, or knowingly possessing, pornographic visual images of the victim. If a defendant has produced or possessed such images, the victim is deemed to have suffered damages and is entitled to an award of damages of not less than $150,000. The bill also provides for a statute of limitations specific to this cause

An Act To Amend Title 29 Of The Delaware Code Relating To Civil Administrative Procedures. [SB-159]
The purpose of this legislation is to create a uniform process for licensing boards to use hearing panels to conduct hearings regarding disciplinary complaints and complaints of unlicensed practice. The recommendations of the hearing panel are not final until approved by a majority vote of members present at a properly convened board meeting.
