An Act To Amend Title 4 Of The Delaware Code Relating To Spirits, Wine, And Beer Tasting. [HB-432]
The law currently prohibits sampling of beer unless it is a new product line in the marketplace for less than one year. This Act would permit the tasting or sampling of beer no matter its tenure in the marketplace. The law also currently prohibits the sampling of spirits that are more than 80 proof. There are many “high end” spirits that are more than 80 proof and the tasting of these products could possibly convince consumers that these products are worth their higher cost. The sampling of the spirit would still be limited to no more than ounce.

An Act To Amend Title 16 Of The Delaware Code Relating To Permitting The Delaware State Fire Prevention Commission To Establish A Delaware Burn Camp To Help Young People Who Have Suffered Burns. [HB-44]
This Act authorizes the State Fire Prevention Commission to incorporate a non-profit, non-stock corporation for the purpose of establishing, administering and operating an overnight camp devoted to helping young people who have suffered severe burns deal with the physical and emotional issues arising from such injuries.

An Act To Amend Titles 10, 11, 16 And 21 Of The Delaware Code Relating To Drug Laws, Crimes And Criminal Procedure, Sentencing Accountability, Courts And Judicial Procedure, And Motor Vehicles. [HB-443]
This Act substantially revises drug crimes and related offenses. It replaces the current system, where the most serious offense – drug trafficking – is defined solely by the weight of the drugs, where the various felony offenses have little logical relationship to one another, and where possession of one dose of a drug, intended for personal use, often can be prosecuted as a felony. This bill amends the statute by: Creating a separate section of the Delaware Code entitled “Newark Housing Authority”; Expanding the existing Newark Housing Authority Board from 6 to 7 members. An Act To Amend Title 29 Of The Delaware Code Relating To State Government. [HB-454]
In the spring of 2009, the Joint Sunset Committee received a list of inactive Councils from the Governor’s Office. The Joint Sunset Committee notified each oversight agency of Committee’s intent to sunset each inactive Council on June 30, 2010. Each oversight agency responded to the Committee indicating that the Council was in fact inactive and the Committee held a public hearing in regard to sunsetting these entities. An Act To Amend Title 24 Of The Delaware Code Relating To The Treatment Of Minors By Physicians Under The Medical Practice Act. [HB-456]
This act would require a physician or physician's assistant treating a person 15 years of age or younger to have another adult in the room when that child is disrobed, partially disrobed or otherwise undergoing certain physical examinations. An Act To Amend Titles 11, 24 And 29 Of The Delaware Code Relating To Training On Child Sexual And Physical Abuse, Exploitation And Domestic Violence And The Mandatory Reporting Thereof. [HB-457]
This act implements several recommendations made by Dean Linda Ammons and the Delaware Department of Justice concerning additional training for the medical community and law enforcement on the prevention of child sexual and physical abuse and mandatory reporting obligations. Sections 1 and 2 require that new physicians swear that they have reviewed and acknowledged their duty to report unprofessional conduct to the Board, and training on child abuse and related issues would be required as part of the renewal process.
