An Act To Amend Title 18 Of The Delaware Code Relating To Unfair Acts In The Business Of Insurance. [HB-367]
This bill requires an insurer who denies coverage for a procedure or test as medically unnecessary to reimburse an insured for all expenses, including out-of-pocket expenses, if the insured pays for the procedure or test and the procedure or test is proven to be medically necessary. Section 2307 of Title 18 contains the procedures to be used by the Insurance Commissioner when he or she has reason to believe that an insurer has engaged in an unfair practice, such as denying coverage as medically unnecessary.

An Act To Amend Title 30 Of The Delaware Code Relating To Economic Development Incentives. [HB-380]
This proposed tax credit intends to create incentives for existing businesses to partner with the State in the effort to create new employment opportunities for Delaware citizens, and to stimulate the Delaware economy by expanding the tax base. A finder’s fee, a tool used commonly by businesses, is an arrangement by which an intermediary finds, introduces, and brings together parties to a business opportunity. This bill creates a tax credit program that would award each Sponsor Firm and each New Business Firm with a $500 annual tax credit per Delaware

An Act To Amend Title 15 Of The Delaware Code Relating To Elections. [HB-381]
Current Delaware law allows individuals 18 and older, and those who will turn 18 before the next general election, to register to vote through the Division of Motor Vehicles. This act would allow 16 year olds to register to vote through the Division of Motor Vehicle at the time they first apply for their driver’s license. Such individuals, however, will not be allowed to vote unless they will turn 18 before the next general election.

An Act To Amend Title 16 Of The Delaware Code Relating To Controlled Substances [HB-382]
This bill corrects an error in the Delaware Code provision relating to the sale of pseudoephedrine or ephedrine. The law currently provides that a licensed pharmacist, sales clerk or “licensed pharmacy technician” shall require that any person purchasing, receiving, or otherwise acquiring any substance containing pseudoephedrine or ephedrine shall be age 18 or older and show a photo ID. The law requires pharmacists, sales clerks and “licensed pharmacy technicians” to check for ID and to maintain a written log of all pseudoephedrine or ephedrine

An Act To Amend Title 14 Of The Delaware Code Relating To Education. [HB-399]
This Bill will create the Inspire Scholarship Program. Inspire scholarships are available to Delaware students with excellent credentials and economic need to attend Delaware State University. The intent of this program is to increase the number of students in Delaware who attend college and complete degree programs. The amounts available to these grant recipients are subject to available funds and are capped at the grant amount available to SEED grant recipients.
