An Act To Amend Title 18 Of The Delaware Code Relating To Gross Premiums Received By Life And Health Insurers And The Special Fund For Payments To All Volunteer Ambulance Companies. [HB-317]
In 1999, House Bill 332 established new response time goals and certification standards for the delivery of basic life support and emergency medical services. In order to meet the new standards, volunteer ambulance companies needed to hire paid EMTs and ambulance attendants to ensure the availability of sufficient numbers of trained, certified staff on a 24 hour, 7 days a week basis to meet the new response time goals. An Act To Amend Title 7 Of The Delaware Code Relating To Oil Pollution Liability. [HB-32]
This legislation updates and streamlines the State’s Oil Pollution Act by eliminating a monetary cap for liability for damages, and requires that a Certificate of Financial Responsibility (COFR) be issued by the U.S. Coast Guard, pursuant to the requirements of the Oil Pollution Act of 1990, 33 U.S.C. Section 2701et seq., and regulations promulgated thereunder, instead of the issuance of a COFR by the Secretary of the Department of Natural Resources and Environmental Control and therefore eliminating duplicative state and federal requirements.

An Act To Amend Title 29 Of The Delaware Code Relating To The Freedom Of Information Act. [HB-322]
This Act clarifies that FOIA requests submitted via U.S. mail are valid, provided that the public records requested do not fall within the scope of the enumerated exceptions in the law. This Act is in response to a small number of complaints that FOIA requests submitted through the U. S. mail have been denied simply due to the method by which they were submitted.

An Act To Amend Title 29 Of The Delaware Code Relating To State Economic Development. [HB-330]
This Act will allow expanded early stage investment of capital into targeted Delaware businesses, thereby assisting in the creation of jobs. The Act provides tax credits for investments into targeted small businesses that have been certified by the First State Angel Investment Council (FSAIC). The FSAIC will review applications submitted by small businesses meeting the eligibility requirements. An Act To Amend Title 22 Of The Delaware Code Relating To Municipalities. [HB-333]
11(a), Article VIII, of the Delaware Constitution provides that “No tax … may be imposed or levied except pursuant to an Act of the General Assembly adopted with the concurrence of three-fifths of all members of each House.” A recent Chancery Court opinion has limited this section of the Delaware Constitution by allowing a municipality to impose a tax through an “all powers” clause in a municipal charter even if there is not specific authorization by an Act of the General Assembly to impose such a tax. An Act To Amend Titles 14 And 29 Of The Delaware Code Relating To School Safety. [HB-347]
This bill requires all new school construction or major renovation to include the following features: an intruder alarm, bullet resistant whiteboards, bulletproof glass in entrance areas and interior doors and windows, and doors lockable with keys on both sides. Further, the bill would require all new school construction plans to be submitted to the Office of Management and Budget’s Facilities Management Section for compliance with these requirements as well as with Crime Prevention through Environmental Design principles.

An Act To Amend Title 11 And Title 24 Of The Delaware Code Relating To Criminal History Background Checks In Connection With The Sale Or Transfer Of Firearms. [HB-35]
Federally licensed firearms dealers (FFLs) are required to perform criminal history background checks on prospective firearms purchasers. However, when the sale or transfer of a firearm does not involve a licensed dealer, no background check is required. This is an enormous loophole—one in which convicted felons, minors and other prohibited purchasers can readily avoid background checks and more easily acquire guns.
