An Act To Amend Title 21 Of The Delaware Code Relating To Arrest Without Warrant For Motor Vehicle Violations. [HB-280]
Delaware law enforcement agencies are currently limited to making arrests for cell phone and seatbelt violations to only when the offense occurs in the presence of the police officer. This bill adds these two violations to Title 21, Chapter 7, 701 along with speeding and red light violations as offenses where an arrest is permissible when an observing officer relays the violation information to another officer and is in a position to verify that the appropriate vehicle was stopped.

An Act To Amend Title 24 And Title 29 Of The Delaware Code Relating To Auctions And Auctioneer Licensing. [HB-285]
This Act requires auctioneer and auction firm licensing and creates a commission to license auctioneers and auction firms and to oversee their activities. Approximately forty other states license and regulate the auctioneering profession. This legislation will provide important consumer protections and work to ensure that the profession in Delaware is practiced in accordance with high standards and the public interest.

An Act To Amend Title 10 And Title 30 Of The Delaware Code Relating To Judgments. [HB-286]
This bill creates a procedure under which a person who has obtained a judgment in any court of the State of Delaware may have the Department of Finance intercept tax refunds and lottery winnings to satisfy such judgment. The bill also requires any person who has a wage attachment entered against them for an unsatisfied judgment to change their employment information if incorrect. The bill also requires a person who has a wage attachment against them to inform an employer and ensure a wage attachment is occurring with the correct employer.

An Act To Amend Title 4 Of The Delaware Code Relating To Alcoholic Liquors And Movie Theaters. [HB-299]
This legislation would allow for the sale and consumption of beer, wine and liquor at movie theaters, including consumption within the theater during a movie showing, something that is allowed in at least 30 states including Maryland, New Jersey, New York and Virginia. The bill defines a movie theater as one with at least 500 seats in a single theater or combination of theaters, open at least 5 days a week with at least 250 movie showings in a year. An Act To Amend Titles 9, 11, And 16 Of The Delaware Code Relating To Animals. [HB-311]
During hearings of the Animal Welfare Task Force, established by Senate Concurrent Resolution 44 in the 146th General Assembly, members of the public expressed serious concern about the lack in standardized training and certification of Animal Control Officers (ACOs) and Animal Cruelty Agents (ACAs). ACOs and ACAs in the State of Delaware carry out law enforcement duties, such as issuing warrants, citations, and seizing evidence, yet they are not currently required to have any uniform training and certification. An Act To Amend Title 9 Of The Delaware Code Relating To The Responsibilities And General Powers Of The County Governments. [HB-316]
In 1999, House Bill 332 established new response time goals and certification standards for the delivery of basic life support and emergency medical services. In order to meet the new standards, volunteer ambulance companies needed to hire paid EMTs and ambulance attendants to ensure the availability of sufficient numbers of trained, certified staff on a 24 hour, 7 days a week basis to meet the new response time goals.
