The first two sections of this Bill transfer authority for issuing new regulations from the Advisory Council of the Victims’ Compensation Assistance Program to the Program itself. This is consistent with the authority of other State agencies and independent boards and commissions. The process remains subject to the requirements of the Administrative Procedures Act. An Act To Amend Titles 19 And 29 Of The Delaware Code With Regard To Employment Practices. [HB-167]
This bill would prohibit a public employer from inquiring into or considering the criminal record, criminal history or credit history or score of an applicant before it makes a conditional offer to the applicant. It would permit inquiry and consideration of criminal background after the conditional offer has been made. An Act To Amend Title 6 Of The Delaware Code Relating To Door-to-door Solicitations. [HB-173]
This bill refines the regulation of residential door-to-door solicitations. Specifically, Section one expands the definition of “door-to-door sale” by including the placement of business cards, advertisements, or leaflets at homes. Section two specifies that salesperson identification cards are not required where the solicitation is not in person, but rather is made solely via telephone, mail, email, or Internet.
