An estimated 100,000 people in Delaware participate in some form of fantasy sports, whether it’s a football or baseball league with their friends and family, or more recently, a daily or weekly contest against players from across the country. This legislation confirms that those contests are “games of skill” and, therefore, not a form of illegal gambling under Delaware law. An Act To Amend Title 29 Of The Delaware Code Relating To The Auditor Of Accounts. [HB-53]
Currently, all school districts, including vocational schools, are subject to the Auditor of Accounts. Edits to the November 2010 Charter School Manual removed instructions for charter schools to go through Auditor of Accounts when contracting for audits. There is presently no legislative authority to require charter schools to submit to the Auditor of Accounts processes. This bill adds charter schools to the list of entities for audits through the Auditor of Accounts. The bill takes effect so that the Auditor of Accounts shall conduct audits for

An Act To Amend Title 14 Of The Delaware Code Relating To Charter Schools. [HB-56]
This bill provides a moratorium on all new charter schools in Delaware until June 30, 2018 or until the State Board of Education develops a strategic plan for the number of charter, district, and vocational-technical schools in the State. An Act To Amend Title 14 Of The Delaware Code Relating To The Power Of New Castle County Vocational Technical District To Levy Taxes For School Purposes. [HB-58]
In 1981, the General Assembly set the current tax rate ceiling for the New Castle County Vocational Technical School District (“District”) at 13 cents on each $100 value of real property for the tax year 1982 and then provided for it to increase to 14 cents on each $100 value of real property for the tax year 1983 and thereafter. When the General Assembly established these ceilings, the District was assessing a tax of 4.11 cents. After 34 years, the tax rate ceiling has been reached.
