An Act To Amend Title 31 Of The Delaware Code Relating To Preventative And Urgent Dental Care For Medicaid Recipients. [SB-56]
This Bill expands Delaware’s Public Assistance Code to provide preventative and urgent dental care to all eligible Medicaid recipients. Payments for preventative or urgent dental care treatments shall be subject to a $10.00 recipient co-pay and the total amount of dental care assistance provided to an eligible recipient shall not exceed $1,000.00 per year, except that an additional $1,500.00 may be authorized on an emergency basis for urgent dental care treatments through a review process established by the State Dental Director

An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [SB-63]
The Delaware State Police regulate scrap metal processors by requiring them to be licensed and to report electronically the receipt of certain articles which may turn out to be stolen so that they can be recovered by law enforcement agencies and returned to their lawful owner. This amendment more closely conforms the scope of the reporting requirement to the statutory definition of a scrap metal processor. See 24 Delaware Code 2301(6). This amendment will subject automotive dismantlers, or junkyards, to additional electronic reporting requirements

This Act modifies Delaware's juvenile sentencing laws to bring those laws into compliance with decisions the United States Supreme Court issued in 2010 and 2012. During its last term, the United States Supreme Court held that the Eighth Amendment forbids a sentencing scheme that mandates life in prison without possibility of parole for juvenile homicide offenders.
