This Bill implements recommendations made by the Joint Sunset Committee following its review of the Board of Charitable Gaming. The Bill: 1) Combines into one chapter the three chapters for bingo, charitable gaming, raffles and Texas Hold’em Poker which currently govern the Board of Charitable Gaming. An Act To Amend Title 11, Chapter 5 Of The Delaware Code Relating To The Mandatory Reporting Of Lost Or Stolen Firearms. [SB-16]
This bill would require owners of lost or stolen handguns to report such loss or theft within 48 hours of discovery. Owners may report such loss or theft to the law enforcement agency having jurisdiction, or to any State Police Troop.

An Act To Amend Title 7 Of The Delaware Code Relating To Environmental Control. [SB-166]
This bill defines “industrial landfill” in conformity with the Department of Natural Resources and Environmental Control’s Regulations Governing Solid Waste. An Act To Amend Title 30 Of The Delaware Code Relating To Personal Income Tax. [SB-182]

An Act To Amend Title 19 Of The Delaware Code Relating To The Persons With Disabilities Employment Protections Act. [SB-185]
Delaware employment discrimination law applies to employers of 4 or more employees within the State for all protected classes (race; marital status; genetic information; color; age; religion; sex; sexual orientation; gender identity; national origin) apart from disability. Only larger employers with 15 or more employees are subject to the State disability-based employment discrimination law. An Act To Amend Title 11 Of The Delaware Code Relating To Habitual Offenders. [SB-188]

An Act To Amend Title 24 Of The Delaware Code Relating To Pawnbrokers, Secondhand Dealers And Scrap Metal Processors. [SB-194]
This Bill seeks to do four things. First, it brings the reporting requirements for pawnbrokers and secondhand dealers in line with those of the scrap metal processors. Next, it extends the deadline for reporting for scrap metal processors to close of business the next day. Third, it makes a clear exemption for businesses that take in trade ins as a substantial part of its business. Finally, it adds a cease and desist provision for those operating without a license.
