An Act To Amend Title 16 Of The Delaware Code Relating To The Powers, Duties, Regulations And Orders Of The Department Of Health And Social Services. [HB-360]
This bill promotes the safety and welfare of our State’s growing number of patients who use dialysis centers. The bill enables and requires the Department of Health and Social Services to create standards for those centers. A direct concern expressly addressed in the bill is the lack of emergency energy sources, which may leave some patients with the need to hand-crank a machine in order to retrieve their blood.

An Act To Amend Title 29 Of The Delaware Code Relating To The Cash Management Policy Board. [HB-365]
This bill is intended to codify three recommendations made by the Joint Sunset Committee. First, the bill increases the minimum number of yearly meetings from 2 to 4, and provides for the Chair or State Treasurer to set the agenda for special meetings. Second, the bill authorizes the Board, by a majority vote of its members, to enter into agreements to employ consultants. Finally, the bill moves administrative and budgetary support responsibilities from the Office of the State Treasurer to the Office of the Secretary of the Department of Finance.

An Act To Amend Title 11 Of The Delaware Code Relating To Compensation For Victims Of Violent Crimes [HB-408]
This Bill (Section 1) clarifies the authority of the Victims Compensation Assistance Program (“VCAP”) to recover from the offender and collateral sources the full amount of compensation paid to the victim(s) of crimes committed by the offender. An Act To Amend Title 13 Of The Delaware Code Relating To Domestic Relations To Provide For Same-gender Civil Marriage And To Convert Existing Civil Unions To Civil Marriages. [HB-75]
This Act repeals the prohibition on same-gender marriage that was enacted in 1996. The effect of this Act is to allow two individuals, whether of the same or different genders, to marry if otherwise eligible. An Act To Amend Title 16 Of The Delaware Code Relating To Health Planning And Resources Management. [HB-89]
This bill promotes and facilitates the construction and operation within the State of Delaware of freestanding inpatient rehabilitation hospitals, which generally are capable of providing services to victims of stroke, spinal cord injuries, amputation or other traumas. No person shall be required to apply for or obtain a Certificate of Public Review for purposes of constructing, developing or establishing a freestanding inpatient rehabilitation hospital.
