Section 1 of this Bill authorizes Dover and Wilmington to establish a pilot program for video speed enforcement within a clearly marked school zone. Similar to the red light cameras currently in use in this State, the vehicle speed monitoring systems authorized under the program will produce recorded images of motor vehicles traveling at least 11 miles per hour above the posted speed limit. This bill creates a fund for the Home of the Brave Foundation for the purpose of allowing individual taxpayers to designate on their Delaware income tax return donations to the Home of the Brave Foundation Fund. The Home of the Brave Foundation is a non-profit organization with the primary goal of assisting homeless Veterans gain control of their lives by, among other things, providing shelter, vocational counseling, and access or referrals to psychotherapy and substance abuse treatment programs.

This Bill will prohibit use of tanning devices at a tanning facility by someone under the age of 18 unless that person has a medical prescription. That prohibition is presently the law in Delaware for people under the age of 14. Someone between 14 and 17 currently needs to only have a parent’s consent. This Bill will also require tanning facilities to post warning signs and provide written warning statements to customers.
