This legislation will assist the State to better ensure that charter schools being approved are of high quality, and to respond more appropriately when issues arise. To help ensure that individuals governing our charter schools have the appropriate background and qualifications, this legislation requires criminal background and child abuse registry checks for charter school board members, and it will prohibit individuals who have felony convictions or convictions for a crime against a child from serving on a charter board. An Act To Amend Title 25 Of The Delaware Code Relating To Liens. [HB-258]
This bill simplifies the procedures for selling a vehicle to satisfy a lien. Under the current law, a garagekeeper must institute a proceeding in a Justice of the Peace Court for permission to hold a sale for every vehicle for which the owner does not pay the repair bill. If this bill is enacted, the owner and all those with a security interest in the vehicle will be provided notice of the garagekeeper’s intent to sell the vehicle and the owner or other person must affirmatively apply to the Justice of the Peace Court within 60 days for a hearing.

An Act To Amend Title 18 Of The Delaware Code Relating To Health Insurance Coverage For Oral And Intravenous Anticancer Medications. [HB-265]
This bill is based on New York’s oral parity law, which requires insurance companies to make equal reimbursement for oral and intravenous anticancer medications. Section 1 applies to individual health insurance policies. Section 2 applies to group or blanket policies. The coverage provisions of Sections 1 and 2 are identical. The bill applies to health insurance policies issued, renewed, or amended on or after January 1, 2013. This act is “The Delaware Cancer Treatment Access Act.”

An Act To Amend Title 14 Of The Delaware Code Relating To School Bullying. [HB-268]
This bill requires that all reported incidents of bullying regardless of whether the incidents could be substantiated are reported to the Department of Education by a school district or charter school. The bill also requires that the telephone number of the Department of Justice School Ombudsman be provided to parents, students, faculty and staff and be displayed throughout schools. An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.
