An Act To Amend Title 31 Of The Delaware Code Relating To Welfare. [HB-371]
This legislation makes two minor modifications to Delawares background check process for prospective employees and volunteers at child-serving entities. It: 1) clarifies that an employer who must first obtain a signed authorization from the prospective employee for a Child Protection Registry Check, must attach that authorization to the request for the Registry check; and 2) only those persons currently on the Child Protection Registry may impact an employers decision whether to hire a person who is not otherwise expressly excluded from employment.

An Act To Amend Title 4 Of The Delaware Code Related To Alcoholic Liquors. [HB-373]
The Bill amends Title 4 to permit licensed Delaware craft distilleries, breweries, and wineries the ability to sell products produced by other Delaware craft distilleries, breweries, and wineries for on-site consumption, only. The products sold must be purchased through the existing three-tier system (i.e., wholesalers or traditional retailers).

An Act To Amend Titles 9 And 30 Of The Delaware Code Relating To Realty Transfer Tax. [HB-380]
This bill allows first-time home buyers to pay their portion of the realty transfer tax at the rate that was in effect prior to the increase that took effect on August 1, 2017. The credit is calculated as 0.5% of the first $400,000 in home value, with a maximum allowable credit of $2,000. This legislation is retroactive for any first-time home buyer who entered into a transaction for the transfer of real estate on or after August 1, 2017. An Act Proposing An Amendment To Article I Of The Delaware Constitution Relating To Equal Rights. [HB-399]
This is the first leg of an amendment to the Delaware Constitution to provide equal rights on the basis of sex. There is no Equal Rights Amendment to the United States Constitution. While Congress passed the Amendment in 1972, it was not ratified by the requisite number of states by the 1982 deadline. Delaware, however, was one of the first states to ratify the Amendment. About half of the states across the country have passed Equal Rights Amendments to their state constitutions in order to provide protection against discrimination based on sex.

An Act To Amend Title 29 Of The Delaware Code Relating To The State Employees' Pension Plan. [HB-41]
In the 148th General Assembly, the state employees' pension law was amended by House Bill No. 363, as amended by House Amendment No. 1 to House Bill No. 363, to permit specified peace officers to retire at 25 years without any reduction. Specified peace officers will pay a higher employee contribution, and those who continue to work past 25 years of service will have the multiplier used in the calculation of benefits increased for the years past 25 years.
