An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-206]
This bill increases the penalties for the crime of “sex offender unlawful sexual conduct against a child” when the victim is under the age of eighteen and has a cognitive disability. Additionally, the bill amends the definition of “without consent” as it applies to sex crimes to help protect individuals with cognitive disabilities.

An Act To Amend Title 21 Of The Delaware Code Relating To The Classification Of Certain Minor Traffic Offenses. [HB-21]
This Bill designates minor traffic offenses as violations, most of which 4102 of Title 21 of the Code currently classifies, by default, as misdemeanors since Title 21 generally does not designate offenses as violations, misdemeanors or felonies. The purpose of this Bill is to make the designations for traffic offenses proportional to the seriousness of the offense. This Act provides that any periodic report that a State agency, board, committee and/or commission is required by law to report to the General Assembly may, alternatively, be provided to Members of the General Assembly in electronic format. An Act To Amend Title 11 Of The Delaware Code Relating To Crimes And Criminal Procedure. [HB-226]
This bill increases the penalties for carrying a concealed deadly weapon, when the weapon is a firearm, by reclassifying what is currently a class G felony as a class D violent felony. The bill also deletes a penalty provision that is unnecessary and duplicative, since any person previously convicted of a violation of section 1442 is also a person prohibited under section 1448 of Title 11. Furthermore, the bill makes corresponding changes to other statutes.

This bill amends section 2306 of Delaware’s probate code as it relates to distribution of the decedent’s personal estate without the grant of letters by the Register of Wills when the decedent’s personal estate is valued at less than $30,000 (“the small estate affidavit”). An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-299]
Currently, if a person intentionally causes serious physical injury or physical injury to first responders such as a law enforcement officer or firefighter that person has committed the offense of assault in the first degree or assault in the second degree respectively. This bill includes emergency medical technicians, fire police, fire marshals and paramedics acting in the lawful performance of duty to the group of first responders listed as special victims for assault in the first degree and assault in the second degree.
