This bill amends Chapter 85, Title 11 of the Delaware Code to clearly establish what shall be the primary jurisdiction where a missing person’s complaint must be filed for purposes of determining which law enforcement agency shall be primarily responsible for receiving and taking a missing person’s complaint and assuming the investigation to locate the missing person. This bill makes technical changes and amends the location of various provisions in the Dentistry and Dental Hygiene subchapter. The bill also makes substantive changes to the Dentistry and Dental Hygiene subchapter by enabling candidates for licensure as dental hygienists to be licensed either upon satisfactory completion of the Delaware exam or satisfactory completion of a nationally recognized regional exam.

Sections 1 and 3 make technical and conforming changes to the Delaware Code. Section 2 of this bill provides that no person who has been convicted of a felony sexual offense can receive a license to practice registered nursing. Section 4 of this bill provides that no person who has been convicted of a felony sexual offense can be licensed as a practical nurse. An Act To Amend Title 29 Of The Delaware Code Relating To The Public Officers And Employees Health Care Insurance Program And State Employees Pension Plan. [HB-81]
SYNOPSIS Sections 1 and 2 of the Bill establish a fixed cost share effective July 1, 2012 for the different health insurance plans offered by the State for regular officers or employees of the State and their dependents, and a fixed cost share for pensioners and their dependents who are not eligible for federal Medicare. For the basic health care insurance plan, as set forth in Section 5203 of Title 29, the State will pay 96% of the total cost of the plan. For the Consumer-Directed Health plan, the State will pay 95% of the total cost of the plan.

An Act To Amend Title 14 Of The Delaware Code Relating To The Nonrenewal Of Contracts And Dismissal Of Department Of Education Employees. [HB-90]
This Act amends the contract nonrenewal procedures and hearing procedures for Department of Education employees. For employees who have a right to a hearing upon contract nonrenewal or termination, the Delaware Code currently imposes no deadline for the employee to seek that hearing. This Act would impose a time limitation on the employee to seek a hearing within 15 days after receipt of notice of nonrenewal or termination to ensure that such hearings can be conducted in a timely fashion and before an employee’s contract expires.
