This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles. [HB-293]
This bill allows an owner to have their motor vehicle title issued in transfer-on-death form by including in the certificate of title a designation of a beneficiary or beneficiaries so that, upon the owner’s death, the motor vehicle will be a non-probate asset that will pass to the beneficiary or beneficiaries named in the title.

An Act To Amend Title 11 Relating To The Registration Of Sex Offenders. [HB-295]
This Act fills a gap regarding the definition of “residence” in Delaware’s Sex Offender Registration and Notification Act (“SORNA”) that was recently identified by the decision of the Delaware Supreme Court in Andrews v. State. 34 A.3d 1061, 1064 (Del. 2011). Unlike many other jurisdictions, Delaware’s SORNA does not specifically define what would be considered a “residence” that must be registered. An Act To Amend Title 18 Of The Delaware Code Relating To School Based Health Centers And Insurance. [HB-303]
School Based Health Centers exist in 28 Delaware high schools and provide convenient and effective health services to students. The federal government is requiring that Delaware change the manner in which it bills for SBHC services, by requiring that private insurers be billed before Medicaid is billed. This legislation establishes the framework for doing such billing.
