An Act To Amend Chapter 49, Title 9 Of The Delaware Code Relating To Zoning. [SB-252]
Currently, Title 9 requires Kent County to notify property owners subject to a proposed zoning change by U.S. mail, publication in newspapers and physically posting changes at each property affected. This Act deletes the requirement of physical postings for proposed zoning changes.

An Act To Amend Title 29 Of The Delaware Code Relating To Public Hearings. [SB-257]
Currently, when a public hearing on an Agency regulation is announced for not only a specific date and starting time but a specific ending time as well [example: on 4/22/10 from 7 pm until 9 pm], the public assumes that they can show up at 8:30 pm and be heard unless there are too many people already signed up to be heard. Unfortunately when a public hearing is sparsely attended the Agency may end the public hearing before the time advertised for its conclusion. This Act holds the Agency to the time frame announced for the public hearing.

An Act To Amend Title 10 Of The Delaware Code Relating To Disposition Of Children Pending Adjudication And Payment For Care. [SB-264]
For nearly 8 years Delaware has been involved in a collaborative effort among juvenile justice agencies to, among other goals, reduce the unwarranted detention of juveniles and provide meaningful alternatives to such detention. While the Juvenile Justice Collaborative has made significant strides in that effort, experience has shown that the current provisions of 10 Del. C. 1007 do not adequately meet the circumstances faced by those courts dealing with juvenile detention decisions. An Act To Amend Title 24 Of The Delaware Code Relating To Health Care Practices. [SB-275]
The Bill will authorize and require the Delaware Board of Medical Practice, the agency that oversees physician licensure, to require doctors applying for licensure or relicensure to present service letters from health care facilities through which they have had direct access to patients, or admitting or staff privileges, attesting to their good character. An Act To Amend Title 21 Of The Delaware Code Relating To Regulation Of Vehicle Speeds In School Zones. [SB-277]
This Bill clarifies that signage indicating when a 20 mph school zone speed limit is in effect need not include a specified time; it may involve a condition such as when children are present in the school zone or when flashing signals are activated as necessary for the safety of children going to or from school. This bill also defines the term “when children are present” for purposes of enforcement of school zone speed restrictions.

An Act To Amend Title 29 Of The Delaware Code Relating To Freedom Of Information. [SB-283]
This Act requires the Attorney General to screen challenges to public record request denials, if a state agency is involved. All such alleged violations must first be reviewed by the Chief Deputy. If the Chief Deputy determines that an agency should have produced the requested records, the Attorney General’s Office may not represent the agency in any further legal action if that agency fails to comply with the Chief Deputy’s decision. An Act To Amend Title 19 Of The Delaware Code Relating To Workers' Compensation. [SB-287]
This Act clarifies that volunteer HAZMAT team members who are operating under the authority and direction of DNREC and are no longer employed by private industry continue to be members of the HAZMAT team and as such remain eligible for applicable workers’ compensation coverage while assisting DNREC in a voluntary capacity during a HAZMAT incident.
