An Act To Amend Title 11 Of The Delaware Code Relating To Offenses Against The Person. [SB-197]
Currently there is not a crime of strangulation in Delaware's criminal code. Cases of strangulation have been prosecuted using the crime of assault or even the misdemeanor charge of offensive touching. This Act recognizes the severity of the crime of strangulation by making it a stand-alone felony. Strangulation is a leading indicator in domestic violence deaths. Delaware would become the 19th state with a strangulation felony law on the books.

An Act To Amend Title 21 Of The Delaware Code Relating To Vehicles. [SB-198]
This Bill brings Delaware into compliance with the Federal Motor Vehicle Safety Standards (FMVSS) which requires the front marker lights and the front reflectors of a vehicle to be amber, and the rear marker lights and the rear reflectors of a vehicle to be red.

An Act To Amend Title 21 Of The Delaware Code Relating To Heavy Vehicle Registration. [SB-200]
This Bill implements the recommendations from the Heavy Vehicle Weight Law Task Force that was created by Senate Bill 56 of the 145th General Assembly. The recommendations include modifications to the registration of heavy vehicles, enforcement of heavy vehicle weight laws, and it expands the radius of travel for the Farm Vehicles engaged in agricultural activities. The recommendations were derived by a unanimous vote of the task force which included representatives from all affected industry and government agencies. An Act To Amend Title 16 Chapter 99 Of The Delaware Code Relating To The Delaware Health Information Network. [SB-201]
This Bill enacts the recommendations of the Board of Directors of the nationally recognized Delaware Health Information Network (DHIN) for a permanent governance structure as it transitions from its developmental phase to its operational phase. The recommendations were developed by a formal committee of the DHIN Board that had virtually all stakeholders in Delaware medical services represented, including patient advocates. An Act To Amend Title 15 Of The Delaware Code Relating To Candidate Committees. [SB-207]
This Act limits the life of a candidate committee to 6 months after the death of the candidate for which it was formed. Some candidate committees have been distributing funds for years after the death of the candidate. An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicles And To Establish Medical Certification Requirements As Part Of The Commercial Driver License In Accordance With Federal Motor Carrier Regulations. [SB-211]
This Bill enables the State of Delaware to adopt the medical certification requirements as part of its CDL issuance program beginning January 30, 2012, as required by the Federal Motor Carrier Safety Administration (FMCSA). Passage of this Bill will enable Delaware to remain in substantial federal compliance and avoid the loss of federal highway funds. By incorporating these requirements into Delaware law, CDL holders will provide DMV with documentation confirming they are medically qualified to safely operate a CMV. An Act To Amend Title 13 Of The Delaware Code Relating To The Division Of Child Support Enforcement. [SB-213]
This Bill would allow the Division of Child Support Enforcement to disburse support payments electronically, either by direct deposit to a bank account or to a stored value card, instead of by mailing checks. Provision is made for exceptions to this practice where disbursing payments to the child support obligee by electronic transfer is not feasible.
