An Act To Amend Title 29 Of The Delaware Code Relating To The Composition Of State Economic Development. [HB-490]
This bill creates the Delaware Film Incentive Program that will provide a loan guarantee to film projects which meet certain specified criteria. A seven-member Film Board is created to review applications for guaranteed loans for film projects, and to also study, research, plan, and advise the Director of the Economic Development Office and the Governor on matters relating to economic development and strategic opportunities in the film-making and related entertainment industry. An Act To Amend Titles 6, 9, 18, 19, 25 And 29 Of The Delaware Code Relating To Discrimination In Employment, Public Works Contracting, Housing, Equal Accommodations And The Insurance Business. [HB-5]
This Act adds the term “sexual orientation” to the already-existing list of prohibited practices of discrimination. As such, this Act would forbid discrimination against a person on the basis of sexual orientation in housing, employment, public works contracting, public accommodations, and insurance. In addition, this Act would establish that the Superior Court, in the first instance, would hear and adjudicate alleged criminal violations under the Act of equal accommodations, fair housing and employment discrimination.

An Act To Amend Title 14 Of The Delaware Code Relating To Financial Assistance For Higher Education For Those Serving In The Delaware National Guard. [HB-73]
The Act makes several changes to the Delaware National Guard Educational Benefits program. Section 1 requires State-supported institutions to charge members the in-state rate for tuition and fees regardless of the members’ state of residence. Sections 2 and 3 make changes to allow members to pursue master’s degree programs. Section 4 allows members to receive a grade less than a 2.0 on an individual course, but requires members to maintain a cumulative grade point average of 2.0 or higher in order to receive reimbursement. This Bill amends the City of Wilmington’s Home Rule Charter by changing the title of the “Personnel Department” to “Human Resources Department”; changing the title of the “Personnel Director” to “Human Resources Director”; and changing references to the “Personnel Code” to the “Human Resources Code” wherever those terms are used throughout the Charter.
