An Act To Amend Title 26 Of The Delaware Code Relating To Public Utility Rates. [SB-190]
This addition to Section 303 provides the Commission with the flexibility to consider and approve a low income residential utility rate or discount for qualified low income customers (those approved to participate in the Low Income Home Energy Assistance Program), provided that such rate may not provide a discount over 25% of the average customer class usage. This permits those customers to receive utility distribution services at a lower cost. In the case of Delmarva Power the discount is estimated to be no more than $10 -15 per month.

An Act To Amend Title 26 Of The Delaware Code Relating To Public Utilities And Delmarva Power & Light Company's Integrated Resource Planning. [SB-191]
The Public Service Commission conducts an annual review of the process by which Delmarva Power obtains electricity to deliver to its customers. With 100% of supply coming from market based auctions, there has been little need to continue the Integrated Resource Plan (IRP) planning process. Under current legislation, Delmarva Power must conduct a complete IRP every two years. The IRP, while helpful in exploring possible changes in long term approaches to electric supply, is an expensive process, the cost of which is added to utility rates. This Bill

An Act To Amend Titles 18, 29 And 31 Of The Delaware Code Relating To Primary Care Services. [SB-199]
Despite the demonstrated value of primary care, access to primary care for Delawareans has become increasingly difficult as reimbursement dollars have failed to support an adequate infrastructure. The national average for primary care investment for a plan is between 6 and 8% of the total medical spend. Delawares average is between 3 and 4%. Some states such as Rhode Island and Oregon have recognized that market forces have prohibited any one plan in a competitive market to reallocate its spend and have stepped in legislatively to move the market

An Act To Amend Title 11, Part 1, Of The Delaware Code Relating To The Delaware Criminal Code. [SB-209]
Delawares existing Criminal Code was adopted in 1973 and was based on the Model Penal Code. Since that time, the Criminal Code has quadrupled in size and expanded to other parts of the Code without consideration to the general effects of the change on the Criminal Codes overall structure, its terminology, or its application, creating numerous inconsistencies, redundancies, ambiguities and contradictions.
