This Act provides that any periodic report that a State agency, board, committee and/or commission is required by law to report to the General Assembly may, alternatively, be provided to Members of the General Assembly in electronic format. This Act is very likely to result in significant cost-savings as well as significantly reduce the volume of materials that must be disposed of or recycled by State government.

An Act To Amend Title 24 Of The Delaware Code Relating To Architecture. [HB-227]
This Act permits business entities to offer architectural services through professionals registered with the Board after obtaining a certificate of authorization. The requirements of the Act are similar to those in existence regarding the practices of accountancy and landscape architecture. The Act also increases the civil penalties that may be imposed by the Board from $2,500 to $5,000 for first offense and from $5,000 to $10,000 for subsequent offenses.

The Delaware Film Finance Incentive Program will provide a loan guarantee to film projects which demonstrate exceptional probability of repaying their loan. The qualifications for that standard are based upon New Mexico's extremely successful Film Investment Loan program. The qualifications, in brief, are: 1. That the film project has 70% of its financing already secured and in escrow; 2. That the film project has secured international distribution in major territories; and 3. An Act To Amend Title 11 Of The Delaware Code Relating To Specific Offenses. [HB-304]
This bill provides that a person who stands in a position of trust, authority or supervision over a child who is at least 16 years old but not yet 18 years old and intentionally engages in sexual intercourse or sexual penetration with such child or an invitee or designee of such person shall have committed the offense of Rape in the 3rd degree which is a class B felony. This offense is currently Rape in the 4th degree which is a class C felony.

This Act recognizes a military service member’s executed Record of Emergency Data Form (DD Form 93) as a valid declaration instrument governing the disposition of the service member’s last remains in the event of death. Pursuant to Federal law (Section 564 of Public Law 109-163), military service members must execute a DD Form 93 designating a person authorized to direct disposition of their remains in the event of death.
