This Act authorizes the Family Court to order the Department of Health and Social Services ("DHSS") to determine whether a child who is 17 years old or older and in the custody of the Department of Services for Children, Youth and Their Families ("DSCYF") qualifies for adult mental or behavioral health services. If the child does qualify for adult mental or behavioral health services, this Act authorizes the Family Court to order that DHSS coordinate with DSCYF to develop and implement a transition plan for mental or behavioral health services for

An Act To Amend Title 14 And Title 21 Of The Delaware Code Relating To Expulsion Of Students. [HB-402]
Previously, a school superintendent was required to notify the DMV any time a student was expelled from a public school, at which time the DMV was permitted to suspend or refuse to issue or renew the expelled student a drivers license. This bill eliminates the ability for the DMV to suspend a students drivers license who has been expelled from a public school.

An Act To Amend Title 21 Of The Delaware Code Relating To Disclosure Of Information Related To Automobile Insurance. [HB-413]
Before the filing of a lawsuit, automobile insurance companies are currently not required to disclose liability coverage information to an injured claimant or the attorney representing that claimant. However, once a lawsuit is filed, this information must be disclosed. This legislation will reduce the number of lawsuits filed by requiring automobile insurance companies to disclose liability coverage information prior to the time that a lawsuit is filed.

An Act To Amend Title 10 Of The Delaware Code Relating To The Juvenile Civil Citation Program. [HB-442]
This Act expands the Juvenile Civil Citation Program to provide law enforcement officers with the discretion to refer any first-time juvenile offender engaged in any misdemeanor-level behavior to the civil citation program, where the juvenile can be required to participate in counseling, treatment, community service, or any other appropriate intervention. A juvenile who successfully completes the requirements of the civil citation program will not have an arrest or prosecution indicated on their record. An Act To Amend Title 4 Of The Delaware Code Related To Collection Of Tax On Alcoholic Beverages. [HB-444]
Section 1 of this Act allows those licensed as importers to pay tax upon the sale of alcoholic beverages to customers, instead of the tax being due when the alcoholic beverages come to rest in the State of Delaware. Section 2 of this Act provides that if any of the provisions are found to be unconstitutional, the remaining provisions will stand. Section 3 of this Act provides that the legislation will be effective as of August 1, 2018.

An Act To Amend Title 14 Of The Delaware Code Relating To Voluntary School Assessments. [HB-454]
This Act promotes diversity of housing in Delaware by acknowledging that not all residential units warrant the same Voluntary School Assessment. Currently, single family residential subdivision projects are subject to the same per unit Voluntary School Assessment as an apartment project, regardless of size and number of bedrooms. The current framework can place an undue burden on multi-family and smaller unit residential projects.

An Act To Amend Title 15 Of The Delaware Code Relating To Absentee Voting. [HB-47]
This bill removes the notary requirement for requests for absentee ballots. Delaware is the only state that requires a notary to authorize a voter's affidavit for an absentee ballot. In some cases, the potential voter may have to pay for the notary and Delaware essentially charges them to vote.
