An Act To Amend Title 14 Of The Delaware Code Relating To Reorganization Of School Districts And Making A Supplemental Appropriation To Support Continued Work On The Plan Of The Wilmington Education Improvement Commission. [SB-300]
This Act clarifies that a vote by the General Assembly, as required by 1008(g) and 1026(d) of Title 14, in support of redistricting serves to authorize the State Board to proceed with the redistricting, but does not constitute approval of any particular revenue or spending measure proposed in the Plan of the Wilmington Education Improvement Commission.

An Act To Amend Title 11 Of The Delaware Code Relating To The Death Penalty. [SB-40]
This Act eliminates capital punishment, except for those convicted of first-degree murder before the effective date of this Act. The procedures for determining punishment, review of punishment, and method of punishment for first-degree murder related to capital punishment would still apply to those convicted of first-degree murder before the effective date of this Act.

An Act To Amend The Delaware Code Relating To Neighborhood Conservation And Land Banks. [SB-66]
This Act will allow any Delaware jurisdiction with a long-term residential vacancy rate above 3%, including a county, to form a land bank, where such jurisdiction determines that a land bank would help it address the problem of vacant and abandoned real property within its jurisdiction. An Act To Amend Chapter 71, Volume 79 Of The Laws Of Delaware Relating To Certain Positions In The Justice Of The Peace Court. [SB-67]
This Act serves to permit those incumbents occupying upper-level management positions in the Justice of the Peace Court to elect to remain in classified service or move to exempt service. This change ensures that incumbent management employees have the choice of exempt status, which, in some instances, will be offered to their newly-hired subordinates. This option ensures equity among all Justice of the Peace Court upper-level management personnel.

An Act To Amend Title 18 Of The Delaware Code Creating The "life Insurance Fraud Protection Act." [SB-71]
This bill only applies to life insurance carriers who meet certain criteria suggesting a history of issuing fraudulent policies or other financial misconduct. When a covered insurance carrier cancels a life insurance policy for lack of insurable interest they are required to return any premiums paid on the policy to the owner of the life insurance policy so long as the owner did not engage in any wrongdoing related to the issuance of the insurance contract. An Act To Amend Title 8 Of The Delaware Code Relating To The General Corporation Law. [SB-75]
Section 1. Section 1 amends Section 102(a)(1) to enable the Division of Corporations in the Department of State to waive the requirement under Section 102(a)(1)(ii) in certain limited circumstances. Section 2. In ATP Tour, Inc. v.
