An Act To Amend Title 21 Of The Delaware Code Relating To Accident Reports And Statistics. [SB-187]
This Bill amends 21 Del. C. 313 and 4203 as they pertain to information contained in accident reports which allow for the public inspection of information in those reports when (1) it is for purpose of researching the history of vehicles; (2) the information sought from the accident report does not disclose any identifying information of any reporting person or accident victim; and (3) the Department of Safety and Homeland Security finds that the public inspection of said information shall promote the interests of public safety. An Act To Amend Chapter 38, Title 12 Of The Delaware Code Relating To The Creation, Regulation, Operation And Dissolution Of Domestic Statutory Trusts. [SB-218]
This bill makes the following changes to Delaware Statutory Trust Act (the “Act”) to keep it current and to maintain its national preeminence. The following is a section-by-section review of the proposed amendments of the Act. Section 1. This section amends 3801(c) of the Act to confirm that the governing instrument of a statutory trust must be written but is not governed by any statute of frauds. Section 2. An Act To Amend Title 21 Of The Delaware Code Relating To Helmets For Horseback Riders. [SB-225]
Head injuries are the most common cause of death for people who ride horses or ponies according to the American Medical Equestrian Association. This bill requires persons less than 18 years of age to wear a certified riding helmet. The law is written similarly to the mandatory bicycle helmet law. Several states have adopted such a requirement to encourage safe horseback riding for our youth. An Act To Amend The Delaware Code By Creating A New Chapter 65 Of Title 30 Of The Delaware Code To Impose Quality Assessment Fees On Nursing Facilities And By Creating A New Chapter 105 Of Title 16 Establishing The Nursing Facility Quality Assessment Fund. [SB-227]
This bill seeks to establish two chapters: Section 1, Chapter 65 that creates “Quality Assessment Fees” for the nursing home or long term care (LTC) provider community, and Section 2, Chapter 105 that establishes a new “Quality Assessment Fund.” The fees collected under this bill, through a formula established in the legislation, will be placed into the Fund, which will in turn then be matched by federal Medicaid dollars. An Act To Amend Title 26 Of The Delaware Code Relating To Public Utilities And The Provision Of Telecommunications Service For Persons Who Have Deafness, Hearing Loss Or Speech Disabilities. [SB-248]
This Bill is intended to provide persons who have deafness, hearing loss, or speech disabilities with telecommunications service for analog communications devices. Delaware is the only State that does not provide such service. The Bill also creates a funding mechanism for Relay Service for persons who have deafness, hearing loss, or speech disabilities.

An Act To Rename The Main Administration Building Of The Delaware Department Of Agriculture In Honor Of Former Delaware State Representative, State Senator And Secretary Of Finance Richard S. Cordrey. [SB-249]
This Act has the effect of renaming the Delaware Department of Agriculture Main Administration Building at 2320 South DuPont Highway, Dover, Delaware as the “Richard S. Cordrey Building” in honor of the Honorable Richard S. Cordrey of Millsboro, former Delaware State Representative, State Senator, and Secretary of Finance. An Act To Amend Title 16 Of The Delaware Code Relating To Gun Safety. [SB-25]
This Bill establishes a community firearm recovery program to be funded at the discretion of legislators from their Community Transportation Funds. The program will be administered by either a municipal police department, New Castle County Police Department or the Delaware State Police. Lastly, this Bill requires no personal identification for the person presenting a weapon for redemption and exempts a person from any criminal prosecution if traveling to the recovery site or while on site.
