An Act To Amend Title 11 And Title 29 Of The Delaware Code To Provide Post-retirement Increases To Pensioners And Change Actuarial Assumptions In The Judicial, State Police And State Employee Pension Plans. [HB-217]
Sections 1 – 3 of this Act grant pension increases to retired State Employees, retired Judges, retired “New” State police and retired County/Municipal Police/Firefighters on January 1, 2012 for persons retired on or before June 30, 2010. Sections 4 – 6 of this Act give the Board of Pension Trustees the authority to amend the growth rate in the State Employees’ pension plan, Judiciary pension plan, and the State Police pension plan. An Act To Amend Volume 77, Chapter 375, Laws Of Delaware, Relating To Disposition Of Children Pending Adjudication And Payment For Care. [HB-252]
This bill serves to remove the two-year sunset provision from the amendment of Title 10, Section 1007 of the Delaware Code, signed into law on July 12, 2010. The 2010 amendment of Title 10, Section 1007 of the Delaware Code expanded the list of possible acts for which a child could be detained in a secure facility, while simultaneously providing significant safeguards against the abuse of discretion on these grounds. An Act To Amend Title 30 Of The Delaware Code Relating To Delaware Tax Credits. [HB-275]
This Act establishes the Veterans’ Opportunity Credit, which shall be awarded to employers hiring qualified veterans. The credit shall equal 10% of a qualified veteran’s wages, up to a maximum of $1,500. Employers may take the credit in the year the qualified veteran is hired and the two subsequent tax years.

An Act To Amend Titles 10 And 11 Of The Delaware Code Relating To Home Invasion And Burglary. [HB-277]
This Act creates the criminal offense of home invasion as a new and separate crime in Delaware’s criminal code. Home invasion occurs when a person enters or remains unlawfully in someone else’s home, engages in or attempts to engage in certain crimes of violence against an occupant of the home, and causes physical injury to an occupant or is armed with a deadly weapon. Home invasion is a class B felony.

An Act To Amend Title 21 Of The Delaware Code Relating To Motor Vehicle Registration. [HB-288]
This Act confirms that vehicle licensing fees included by motor vehicle lessors in vehicle rental transactions cover only the motor vehicle lessors’ costs for registering their vehicles in Delaware. If such fees are higher than the actual charges paid by motor vehicle lessors to register their vehicles in Delaware in any given year, they must reduce these charges the following year to keep the recovery of these fees charged to consumers equal to their costs.
