An Act To Amend Title 26 Of The Delaware Code Relating To Net Energy Metering. [SB-85]
This bill will support the SEU goal of 300 MW of distributed renewable energy including 100 MW of installed customer-sited photovoltaic capacity by 2019, by removing the anniversary date provision currently in the code which will eliminate forfeitures of excess electric generation. The customer will be allowed to apply credits earned from excess generation to future utility bills to offset a customer’s consumption. Customers may request a payment from the electric supplier for the value of excess generation at the end of the calendar year. Payments (continued...)

An Act To Amend Title 16 Of The Delaware Code Relating To Health And Safety, Informed Consent And Hiv Testing. [SB-86]
This Bill removes the stigma of HIV testing for pregnant women by including it in the standard battery of tests administered for all pregnant women. It will have the added beneficial effect of decreasing the rate of neonatal infection of HIV. It preserves the right of a pregnant woman to opt out of receiving the test.

An Act To Amend The Delaware Code Relating To Lotteries And Gaming. [SB-93]
This Bill authorizes two new video lottery operators -one State run and one privately run. The State run facility to be located in New Castle County will allocate proceeds to both Standardbred and Thoroughbred purses. The Sussex County video lottery agent will be treated as the other Standardbred tracks as far as number of machines and allocation of proceeds. The Bill also authorizes sports lottery operations at existing tracks, the new video lottery facilities, and at up to ten off-track betting parlors.

This Act further generates an additional $1.1 million in resources for the General Fund to help manage the remaining budget shortfall in Fiscal Year 2009 of $26.5 million.
