An Act To Amend Title 9 Of The Delaware Code Relating To Exemptions From Local Taxes. [SB-143]
This bill provides that property owned by Ministry of Caring, Inc. and Sacred Heart Housing, Inc. will be exempt from county and local taxes, so long as the property is not held for investment purposes. Section 8106(a) currently provides for such exemption for many other organizations and classes of activities.

An Act Reverting Certain Funds Of The State And Depositing Certain Funds Of The State To The General Fund. [SB-148]
This Act will generate an additional $6.5 million in resources for the General Fund to help manage the $26.1 million budget shortfall for Fiscal Year 2009 projected at the May 2009 DEFAC meeting. This Act appropriates certain special funds to the State, deposits certain funds to the General Fund and provides for General Fund reversion.

An Act To Amend Title 26 Of The Delaware Code Relating To Customer Sited Energy Resources. [SB-153]
This bill prepares Delaware for a new technology, grid-integrated electric vehicles with vehicle-to-grid power. This technology provides electrical storage and other services to the grid; it does not generate new power and thus over time will not receive a net credit due to net metering.

An Act To Amend Title 30 Of The Delaware Code Relating To Pharmacies. [SB-162]
This Bill creates an assessment of 2% of gross receipts from any pharmacy in Delaware not participating in the Medicaid program. It requires all collected funds to be deposited in a special fund dedicated to Medicaid related expenses.

An Act To Amend Titles 29 And 31 Of The Delaware Code Relating To Guardians Ad Litem [SB-166]
This bill clarifies that guardians ad litem appointed by the court through the Office of the Child Advocate or the Court-Appointed Special Advocate Program are entitled to absolute immunity from suit for acts or omissions occurring within the scope of their authority.

An Act To Amend Title 24 Of The Delaware Code Relating To Exemptions From The Practice Of Nursing. [SB-172]
This Bill provides an exemption from activities considered within the scope of nursing for assisting HIV/AIDS patients residing in residential group homes with self administration of medication, provided the person has successfully completed a Board-approved medication training program. An Act To Amend Titles 26 And 29 Of The Delaware Code Relating To The Sustainable Energy Utility And Renewable Energy. [SB-173]
This act is intended to update and clarify Delaware’s Sustainable Energy Utility law, 29 Delaware Code 8059, which is serving as a model for other jurisdictions. Under 8059(g)(2) of the SEU law, the SEU programs designed to achieve energy savings and promote green energy will be carried out through written contracts with competitively selected implementation contractors.
