An Act To Amend Title 10 Of The Delaware Code Relating To The Assignment Of Retired Commissioners: [SB-232]
This bill permits the Family Court and the Court of Common Pleas to temporarily assign retired Commissioners duties at the designation of each Court’s Chief Judge with the consent of the Chief Justice of the Supreme Court. The retired Commissioners must have been in good standing at the time of their retirement, agree to the assignment and not be involved or employed in any position that would create a conflict, including the private practice of law, holding any state office, or being employed by the State in any capacity. An Act To Amend Title 11 Of The Delaware Code Relating To Offenses Against Children. [SB-234]
This bill establishes the offense of Child Abuse. These new statutes combine current statutes and redefine physical injury and serious physical injury to reflect the medical realities of pain and impairment suffered by children. A new section provides special protection to infants, toddlers and children who have disabilities. The statute also expands the state of mind necessary for certain offenses against children allowing for more effective prosecution of parents who subject their children to abuse by others and fail to protect their children. Based on national reports documenting misuse of seclusion and restraint within public schools, many states are adopting remedial statutory or regulatory standards. This bill is the product of research and deliberations of an interagency committee formed by the Governor’s Advisory Council for Exceptional Citizens (GACEC) in 2010 to identify best practices and develop standards for Delaware public schools. An Act To Amend Title 26 Of The Delaware Code Relating To Public Utilities And The Provision Of Telecommunications Service For Persons Who Have Deafness, Hearing Loss Or Speech Disabilities. [SB-248]
This Bill is intended to provide persons who have deafness, hearing loss, or speech disabilities with telecommunications service for analog communications devices. Delaware is the only State that does not provide such service. The Bill also creates a funding mechanism for Relay Service for persons who have deafness, hearing loss, or speech disabilities.

The primary objective of this legislation is to clarify some of the existing wording of Title 29, Chapter 79A. Cemetery Registration and Distressed Cemetery Fund. An Act To Amend Title 29 Of The Delaware Code Relating To Delaware Commission Of Veteran’s Affairs Member Appointments. [SB-270]
This bill increases the Delaware Commission of Veterans Affairs from 15 to 17 members by adding two “at large” commissioners. The bill also adds the Delaware National Guard as an organization in which qualifying military service can be obtained.
