This Act protects children and families from the harmful effects of certain flame retardants used in furniture by adding a new chapter 105 to Title 16. Section 10501 provides definitions applicable in this chapter. Section 10502 prohibits the sale or distribution of children’s products or furniture containing TRIS in greater than fifty parts per million in any component product beginning in July 2015, and prohibits the sale or distribution of children’s products or furniture containing any “chemical of high concern,” as of July 2016. This Act gives business entities formed in Delaware greater capacity to resolve business disputes in a rapid and efficient manner through voluntary arbitration conducted by expert arbitrators under strict timelines. An Act To Amend Title 11 Of The Delaware Code Relating To The Classification Of Offenses. [HB-59]
This Act makes changes to the state’s list of statutory violent felonies (“list”). First, the Act adds two crimes, felony Promoting Sexual Solicitation of a Child and felony Resisting Arrest with Force or Violence, to the list. Second, the Act removes non-violent escape after conviction, lower level felony drug possession, and delivery of drug paraphernalia to a minor from the list. Additionally, the changes on line 16 are made to designate a previously undesignated paragraph, in keeping with the Delaware Legislative Drafting Manual.

An Act To Amend Title 12 Of The Delaware Code Relating To Guardianship. [HB-63]
The amendment to Section 3951 of Title 12 memorializes the Court of Chancery’s long-standing practice of requiring notice to interested parties, appointment of an appraiser, and a return of sale in petitions to sell real estate owned by a person with a disability. The amendment confirms that the Court may consider a petition to sell real estate based on the papers submitted or may require a hearing. The remaining changes were made to reorganize the Section in a more logical manner and make it easier to understand.

An Act To Amend Title 29 Of The Delaware Code Relating To The State Merit System Of Personnel Administration. [HB-88]
This bill extends the veterans’ preference points in the State merit system. Currently, the preference is limited to veterans of the armed force who served during wartime. The bill allows all veterans who served on active duty and were honorably terminated to receive the preference points. Also, the bill allows members of the Delaware National Guard or a reserve unit to receive the points if that member has put in at least 20 years.
