An Act To Amend Title 10 Of The Delaware Code Relating To Family Court. [HB-373]
This bill amends the definition of family to make spouses and couples gender neutral. This bill also permits the transfer of misdemeanor criminal jurisdiction in cases involving former spouses, persons cohabitating with or without a child in common, and persons living apart with a child in common from the Court of Common Pleas to Family Court. An Act To Amend Title 15 Of The Delaware Code Relating To Municipal Elections. [HB-395]
Pursuant to longstanding United States Supreme Court precedent, it is unconstitutional to require a person to be a resident of the voting state, district, or municipality for any length of time that exceeds the time necessary to effectively register voters prior to an election. See Marston v. Lewis, 410 U.S. 679 (1973); Dunn v. Blumstein, 405 U.S. 330 (1972). In Delaware, 30 days prior to the election is the current deadline for registering to vote in statewide and national elections. 15 Del. C. 2036. An Act To Amend Title 19 Of The Delaware Code Relating To Employment Discrimination. [HB-4]
This bill expressly prohibits employment discrimination based on surviving sexual assault, domestic violence, or stalking. Employers must provide reasonable accommodations, which may include re-purposing accrued leave originally designated for a different purpose.

An Act To Amend Title 10 Of The Delaware Code Relating To The Establishment Of A Juvenile Offender Civil Citation Program. [HB-405]
Recognizing that a criminal charge can dramatically alter a juvenile's future chances of employment and education, this bill seeks to prevent first-time juvenile offenders charged with certain minor misdemeanors from entering into the system by providing law enforcement with a civil citation procedure as an alternative to arrest. Section 1 of this Act codifies the Juvenile Offender Civil Citation Program administered by the Division of Youth Rehabilitative Services within the Department of Services for Children, Youth and Their Families. An Act To Amend Title 20 Of The Delaware Code Relating To The Delaware National Guard. [HB-407]
This bill clarifies provisions for compensation and benefits, and sets reimbursement rates for soldiers and airmen while serving during a non-emergency. It requires that soldiers and airmen serving in the Delaware National Guard who request an honorary promotion after retirement are deemed appropriate qualified by a professional and objective board. The awarding of the Delaware National Guard Medal would be expanded to those who served voluntarily in a combat zone. The bill also strikes out irrelevant sections.

An Act To Amend Title 29 Of The Delaware Code With Respect To The Division Of Developmental Disabilities Services. [HB-421]
This bill would mandate an increase in payments made to Direct Support Professionals – persons who are caregivers for adults with intellectual and developmental disabilities in a home or community setting. The General Assembly finds that the publication of the private contact information of certain law enforcement and judicial officers on the Internet unnecessarily endangers such individuals. An Act To Amend Title 29 Of The Delaware Code Relating To The Division Of Developmental Disabilities Services. [HB-433]
This bill would mandate an increase in the rates paid according to the Instrument for Client and Agency Planning assessment so that by the year 2020 the state achieves funding providers at 100% of the market rate. The state is currently funding providers at 75% of the market rate. The ICAP is an assessment instrument that is used to determine the number of support hours based on each individual’s unique needs, challenges and strengths.
