In 1999, House Bill 332 established new response time goals and certification standards for the delivery of basic life support and emergency medical services. In order to meet the new standards, volunteer ambulance companies needed to hire paid EMTs and ambulance attendants to ensure the availability of sufficient numbers of trained, certified staff on a 24 hour, 7 days a week basis to meet the new response time goals. An Act To Amend Title 10 Of The Delaware Code Relating To Disposition Of Children Pending Adjudication And Payment For Care. [HB-57]
In 2010, based on recommendations made by the Juvenile Justice Collaborative, Section 1007 of Title 10 was amended to expand the list of possible acts for which a child could be detained in a secure facility and provide significant safeguards against abuse of detention on those grounds. The ultimate goal of the amendments was to reduce the unwarranted detention of juveniles and provide meaningful alternatives to detention.
